QP, Shell sign deal to set up global LNG bunkering venture
تأسيس شركة لتسويق «المسال» وقوداً للشحن البحري بالشراكة بين «قطر للبترول» و«شل»
Qatar Petroleum (QP) and Shell subsidiaries on Wednesday signed a shareholder agreement to establish an entity that would provide LNG (liquefied natural gas) bunkering services across the globe.
The agreement signed by QP’s “Wave LNG Solutions” and “Shell Gas and Power Developments” paves the way for the establishment of a joint venture company owned equally by both parties, subject to customary regulatory approvals.
The new company’s principal business activities will include the procurement of LNG, setting up LNG bunkering infrastructure (storage and bunker vessels) at various strategic locations around the world, and facilitating the sale of LNG as a marine fuel to end customers around the world.
LNG bunkering provides the shipping industry with a unique fuel that helps meet the industry’s environmental and economic objectives. An increasing number of ship owners and operators are turning to LNG over traditional marine fuels in response to tighter sulfur and nitrogen oxide emissions regulations.
“We see LNG bunkering as a promising solution for the shipping industry in light of a continuously evolving regulatory environment, and as an important opportunity to enhance LNG’s position as a clean energy source, particularly in maritime transportation,” said HE Saad Sherida al-Kaabi, the Minister of State for Energy Affairs as well as the president and chief executive of QP.
Highlighting that LNG demand for bunkering is expected to grow “significantly” over the coming years, he said “we believe there is a real potential for such demand to reach 35mn tonnes per annum by 2035.”
“This requires focused investments and collaboration among all industry players to provide the required solutions our customers are looking for. In addition, the right partnership model, similar to the one we are establishing today with our partner, Shell, will also be pivotal in maturing this business,” al-Kaabi said.
Ben van Beurden, Royal Dutch Shell’s chief executive said the shipping industry is starting to make the very necessary strides to reduce emissions from vessels.
Finding that LNG is already playing an important role as the cleanest, and an affordable, alternative to traditional marine fuels available today; he said “that is why we look forward to building on our strong long-term partnership with QP, expanding the LNG marine fuel network and creating a safe supply chain.”
Wave LNG Solutions was established by QP for the purpose of market development and investment in LNG as a transportation fuel, especially for the marine transportation sector.
وقّعت شركتان تابعتان لكلّ من «قطر للبترول» وشركة «شل»، أمس، اتفاقية لتأسيس شركة تتولى تقديم خدمات في مختلف أرجاء العالم لاستخدام الغاز الطبيعي المسال وقوداً للشحن البحري. وتمهّد الاتفاقية، التي وقّعتها كلّ من شركة «ويڤ سوليوشنز» للغاز الطبيعي المسال (Wave LNG Solutions) وشركة «شل للغاز والطاقة»، لتأسيس شركة مشتركة مملوكة بالتساوي بين الطرفين. وستشمل الأنشطة الرئيسة للشركة شراء الغاز الطبيعي المسال، وإنشاء بنية تحتية لتزويد السفن بالغاز الطبيعي المسال (التخزين وسفن التزويد بالوقود) في مواقع استراتيجية حول العالم، وبيع الغاز الطبيعي المسال وقوداً للمستهلكين النهائيين. وبهذه المناسبة، قال سعادة المهندس سعد بن شريده الكعبي، وزير الدولة لشؤون الطاقة العضو المنتدب والرئيس التنفيذي لـ «قطر للبترول»، خلال حفل التوقيع: «إن استخدام الغاز الطبيعي المسال كوقود للسفن يشكّل حلاً مثالياً لقطاع النقل البحري في ظل التطور المستمر للوائح البيئية التي تحكم هذا القطاع، كما يشكّل فرصة واعدة لتعزيز موقع الغاز الطبيعي المسال كمصدر للطاقة النظيفة في مجال النقل البحري».
قال الكعبي: «من المتوقع أن يزيد الطلب بشكل كبير على الغاز الطبيعي المسال كوقود في النقل البحري خلال السنوات المقبلة. وبناء على هذه التوقعات، نرى هناك إمكانية حقيقية لأن يصل حجم الطلب عليه إلى 35 مليون طن سنوياً بحلول العام 2035. وسيتطلب هذا النمو استثمارات مركزة وتعاوناً بين جميع الجهات الفاعلة في الصناعة لتوفير الحلول المطلوبة التي يبحث عنها عملاؤنا. بالإضافة إلى ذلك، فإن نموذج الشراكة الصحيح -على غرار النموذج الذي نؤسسه اليوم مع شريكتنا شل- سيكون شرطاً محورياً لنضوج هذا العمل».
سلسلة إمداد آمنة
وقال السيد بن فان بيردن، الرئيس التنفيذي لشركة «رويال داتش شل»: «إن قطاع النفط البحري يتخذ خطوات في غاية الضرورة لتخفيف الانبعاثات الغازية من السفن. ويلعب الغاز الطبيعي المسال في هذا المجال دوراً مهماً باعتباره البديل الأكثر نظافة للوقود البحري التقليدي، وكلفته مقبولة. لهذا السبب نتطلع إلى الاعتماد على شراكتنا القوية وطويلة الأمد مع (قطر للبترول) من أجل توسيع شبكة استخدام الغاز الطبيعي المسال وقوداً للشحن البحري وإنشاء سلسلة إمداد آمنة».
يوفر الغاز الطبيعي المسال وقوداً بديلاً لقطاع النقل البحري، يساعد على تحقيق أهداف القطاع البيئية والاقتصادية. وتجدر الإشارة إلى ارتفاع عدد مالكي ومشغّلي السفن الذين باتوا يفضلون الغاز الطبيعي المسال على الوقود البحري التقليدي، استجابة للقوانين الصارمة للحد من انبعاثات أكاسيد الكبريت والنيتروجين. وقد حددت منظمة الملاحة الدولية في أكتوبر 2016 محتوى الكبريت في الوقود بما لا يتجاوز 0.5% اعتباراً من عام 2020.
وكانت «قطر للبترول» قد أسست شركة «ويڤ سوليوشنز» للغاز الطبيعي المسال Wave LNG) (Solutions لتطوير الأسواق والاستثمار في الغاز الطبيعي المسال وقوداً في قطاع النقل وخاصة النقل البحري.
