QP announces major contracts for Qatar’s LNG expansion project

DOHA: Qatar Petroleum announced that it has awarded a number of contracts related to Qatar’s LNG expansion project designed to enhance its capabilities by increasing LNG production capacity from 77 to 110 million tons per year by 2024.

The contracts were announced by H E Saad bin Sherida Al Kaabi, the Minister of State for Energy Affairs and President & CEO of Qatar Petroleum, in a speech at the 19th International Conference & Exhibition on Liquefied Natural Gas in Shanghai (LNG2019).

The Minister announced awarding the fabrication and installation of the offshore jackets to McDermott; and the contract for early site works required to prepare the site of the four new 8 mtpa LNG mega-trains in Ras Laffan Industrial City to a joint venture between Consolidated Contractors Company and Teyseer Trading and Contracting Company.

H E the Minister also said: “We are in the tendering phase for 8 rigs for the development drilling. The Front End Engineering and Design of the Onshore Facilities with Chiyoda will be completed in the next few days. The main Invitations to tenders for the Engineering, Procurement and Construction of the Onshore Facilities will be issued before the end of this month. In a few weeks, qualified ship yards will be invited to participate in a tender for the provision of LNG ship construction slots for the LNG shipping fleet required for the LNG expansion project.”

Minister Al Kaabi said: “The State of Qatar is partnering with many countries around the world to ensure the security of their energy supplies and the sustainability of their economic growth. As the largest LNG producer we are also expanding our capacity in many parts of the world. This includes adding 16 MTA from our Golden Pass LNG export project in the United States with our long-term strategic partner ExxonMobil. This project is under construction and should be in operation by 2024. It is worth noting that Qatar Petroleum and ExxonMobil have established Ocean LNG, which is an international joint venture marketing company that will be responsible for marketing all Golden pass LNG production.”

The Minister was speaking at the conference’s opening session on the global LNG outlook, alongside ExxonMobil Corporation Chairman & CEO Darren Woods, and Chevron Corporation Chairman & CEO Mike Wirth.

He stressed the fact that natural gas has the economic and environmental qualities to make it the energy source of the future, which is a key factor in Qatar Petroleum’s pushing ahead with its massive LNG expansion project.

“The impact of energy on humankind over the past century is unmeasurable. It has powered homes and industrial plants, and accelerated production and innovation. In today’s very complex world, we need stable, reliable, clean and affordable sources of energy to keep that momentum. We also need a clean source of reliable energy. Natural gas is that source,” he said.

Minister Al Kaabi highlighted that demand for gas will continue to rise amid raising environmental and climate change concerns and widespread global moves towards cleaner and more cost effective fuels. He added:“while some see natural gas as a transition fuel, we believe it is a destination fuel. It is the cleanest of all fossil fuels. It is reliable, affordable, and the fuel of the future.” Speaking on global LNG outlook, the Minister provided an overview of regional demand patterns, and said “China, along with India, will continue to lead Asia as the main drivers behind the growth of global LNG demand.” Pointing out Qatar’s role in meeting China’s demand for energy, he said: “this year, we are celebrating the tenth anniversary since our first LNG cargo to China. We are proud to have delivered over 50 million tons of LNG to China, equalling more than 22 percent of China’s LNG imports, during that decade.” The Minister met on the sidelines of LNG19 with a number of industry leaders to discuss bilateral cooperation and mutual relations. He met with the Director of China’s National Energy Administration, Zhang Jianhua; the Chairman & CEO of ExxonMobil Corporation Darren Woods; the Chairman of CNOOC Yang Hua; the Chairman of Shenergy Huang Dinan; and the CEO Uniper Global Commodities SE Keith Martin.

Qatar Petroleum is a regular and active participant in this important LNG event. In addition to being a principal sponsor, Qatar Petroleum is also taking part in the LNG exhibition along with Qatargas, Ocean LNG, and Nakilat.

LNG2019 is organized by the International Gas Union, the Gas Technology Institute, and the International Institute of Refrigeration. The event is held every three years alternating between exporting and importing countries. This year’s event in Shanghai is held with the participation of more than 240 speakers and 11,000 attendees, and 250 exhibitors from 80 countries.

أعلنت «قطر للبترول» منح عدد من عقود مشروع تطوير الغاز القطري الذي يهدف إلى رفع طاقة إنتاج الغاز الطبيعي المسال من 77 مليون طن إلى 110 ملايين طن سنوياً بحلول عام 2024. جاء إعلان منح العقود خلال كلمة سعادة المهندس سعد بن شريده الكعبي، وزير الدولة لشؤون الطاقة، العضو المنتدب والرئيس التنفيذي لقطر للبترول، أمام المؤتمر والمعرض التاسع عشر للغاز الطبيعي المسال في مدينة شنغهاي الصينية.

وقد أعلن سعادته منح عقد التصنيع وتركيب قوائم منصات الإنتاج البحرية لشركة مكديرموت؛ ومنح عقد أعمال تجهيز الموقع في مدينة راس لفان الصناعية لإعداد موقع خطوط الإنتاج العملاقة الأربعة الجديدة، التي تبلغ طاقة كل منها 8 ملايين طن في العام، لتحالف شركة اتحاد المقاولين «CCC» وشركة التيسير للتجارة والمقاولات.

كما أعلن سعادة المهندس الكعبي أن مشروع بناء ما يصل إلى 8 منصات حفر لاستخدامها في حفر آبار التطوير قد دخل مرحلة المناقصات، وأن مرحلة التصاميم الهندسية الأساسية للمنشآت البرية التي تقوم بها شركة «شيودا» ستنتهي خلال أيام قليلة. كما أعلن سعادته أنه سيتم إصدار الدعوات لمناقصات أعمال الهندسة والمشتريات والبناء للمنشآت البرية قبل نهاية هذا الشهر، وأنه ستتم خلال الأسابيع القليلة المقبلة دعوة شركات أحواض بناء السفن المؤهلة للمشاركة في مناقصة لتوفير ناقلات الغاز الطبيعي المسال التي سيحتاجها الأسطول في شحن إنتاج مشروع التوسع.

وقال سعادة وزير الدولة لشؤون الطاقة: «تعمل دولة قطر بالشراكة مع العديد من البلدان في جميع أنحاء العالم لضمان أمن إمداداتها من الغاز الطبيعي المسال واستدامة نموها الاقتصادي. وكأكبر منتج للغاز الطبيعي المسال، نعمل أيضاً على تعزيز قدراتنا حول العالم. وهذا يشمل إضافة 16 مليون طن في العام من مشروع جولدن باس لتصدير الغاز الطبيعي المسال في الولايات المتحدة مع شريكنا الاستراتيجي إكسون موبيل. هذا المشروع هو قيد الإنشاء، وسيبدأ عمله بحلول عام 2024. وقد أسست كل من «قطر للبترول» و«إكسون موبيل» شركة «أوشن» للغاز الطبيعي المسال، وهي شركة عالمية ستتولى تسويق جميع إنتاج الغاز الطبيعي المسال من مشروع جولدن باس».

الجلسة الافتتاحية

كلمة سعادة المهندس الكعبي جاءت خلال الجلسة الافتتاحية للمؤتمر التي كانت بعنوان «التوقعات العالمية للغاز الطبيعي المسال»، وبمشاركة كل من السيد دارين وودز رئيس مجلس الإدارة والرئيس التنفيذي لشركة «إكسون موبيل»، والسيد مايك وورث رئيس مجلس الإدارة والرئيس التنفيذي لشركة «شيفرون».

وقد أكد سعادة المهندس الكعبي على المزايا الاقتصادية والخصائص البيئية التي تجعل من الغاز الطبيعي مصدر طاقة المستقبل، وهو عامل رئيسي وراء سعي «قطر للبترول» للمضي قدماً بمشروعها الكبير لتوسعة وتطوير الغاز الطبيعي المسال.

وقال سعادته: «إن أثر الطاقة على الإنسانية خلال القرن الماضي لا يمكن قياسه، حيث زوّدت المنازل بالإنارة والدفء، وحرّكت المصانع، وسرّعت من وتيرة الإنتاج والإبداع. لذلك، فإننا في هذا العالم المعقد بحاجة إلى مصدر طاقة نظيف ومستقر واقتصادي يمكن الاعتماد عليه. والغاز الطبيعي هو ذلك المصدر».

الصين

وقال سعادته إن الطلب على الغاز سيستمر بالارتفاع وسط القلق العالمي المتزايد من آثار التغير المناخي ووسط التوجه نحو مصادر طاقة أكثر نظافة وأقل كلفة، وأضاف: «بينما قد ينظر البعض للغاز الطبيعي كوقود في مرحلة انتقالية، فإننا نؤمن بأنه وقود الحاضر والمستقبل. فهو الأنظف من بين جميع أنواع الوقود الأحفوري، وهو كذلك وقود اقتصادي يمكن الاعتماد عليه. وهو بالتأكيد وقود المستقبل».

وقد استعرض سعادة المهندس سعد بن شريده الكعبي الأطر العريضة لأنماط الطلب الإقليمية والدور الذي تلعبه الصين والهند في قيادة آسيا كأحد أهم أسباب ازدياد الطلب على الغاز الطبيعي المسال. كما أشار إلى دور دولة قطر في تلبية احتياجات الصين من الطاقة، قائلاً: «نحتفل هذا العام بالذكرى السنوية العاشرة لشحنة الغاز الطبيعي المسال الأولى إلى الصين. ونحن فخورون بإيصال أكثر من 50 مليون طن من الغاز الطبيعي المسال، أي ما يزيد عن 22% من واردات الصين خلال العقد الماضي».

لقاء

واجتمع سعادته على هامش المؤتمر مع عدد من قادة صناعة الطاقة والغاز لبحث مختلف أوجه العلاقات الثنائية وسبل التعاون. وتضمنت اجتماعات سعادته لقاءات مع كل من سعادة السيد جانغ جيانهوا رئيس إدارة الطاقة الوطنية الصينية، والسيد دارين وودز رئيس مجلس الإدارة والرئيس التنفيذي لشركة إكسون موبيل، والسيد هوانغ دينان رئيس مجلس إدارة شركة شينيرجي، والسيد كيث مارتن الرئيس التنفيذي لشركة يونيبر للسلع العالمية.

وتعتبر «قطر للبترول» مشاركاً منتظماً ونشطاً في هذا الحدث المهم في صناعة الغاز الطبيعي المسال، وبالإضافة إلى كونها الراعي الرئيسي، تشارك «قطر للبترول» أيضاً في معرض الغاز الطبيعي المسال المنعقد على هامش المؤتمر، إلى جانب كل من «قطر غاز»، و«أوشن إل إن جي»، و«ناقلات».

ويتم تنظيم المؤتمر والمعرض الدولي للغاز الطبيعي المسال من قبل الاتحاد الدولي للغاز، ومعهد تكنولوجيا الغاز، والمعهد الدولي للتبريد، ويقام كل ثلاث سنوات بالتناوب بين الدول المصدرة والمستوردة

ينعقد مؤتمر ومعرض هذا العام في مدينة شنغهاي، بمشاركة أكثر من 240 متحدثاً و11,000 مشارك، و250 عارضاً من 80 دولة.
