Qatar-Bulgaria trade ties gain momentum
افتتاح منتدى الأعمال القطري – البلغاري.. والرئيس راديف يدعو إلى تعزيز الاستثمارات في بلاده
DOHA: The Minister of Commerce and Industry, H E Ali bin Ahmed Al Kuwari, underscored yesterday the importance of strengthening bilateral relations and bolstering cooperation opportunities between Qatari-Bulgarian across various fields.
In his opening address at the Qatari-Bulgarian Business Forum in Doha Minister Al Kuwari expressed hope that the Qatari-Bulgarian Business forum paves the way for successful partnerships that will benefit both countries.
He noted that Qatari-Bulgarian economic and trade relations have gained momentum in recent years, as bilateral trade grew from QR72.9m in 2016 to QR87.2m in 2018. The economic fundamentals and potential that Qatar and Bulgaria boast represent another incentive to enhance trade and investment cooperation, based on a well-defined framework that serves the common interests of both countries and paves the way for private sector cooperation, he argued.
The Minister of Commerce and Industry and Rumen Radev, President of the Republic of Bulgaria inaugurated the Qatari-Bulgarian Business Forum in Doha, yesterday.
The forum is being organised by the Ministry in partnership with the Qatar Chamber, the Qatari Businessmen Association and Bulgaria’s Embassy in Doha.
Al Kuwari emphasized the contribution of the forum to the promotion of Qatari-Bulgarian trade and investment cooperation, while praising the friendly relations between the two countries.
Qatari-Bulgarian bilateral ties grew stronger following the historic visit of the Amir H H Sheikh Tamim bin Hamad Al Thani to Sofia in March 2018, the Minister said, noting that relations were further strengthened in light of the successful participation of businessmen and investors from both countries in the Qatari-Bulgarian Economic Forum, which was organized within the framework of His Highness’ visit.
He explained that the forum provided a platform for participants to explore investment opportunities in both countries.
On another note, the Minister touched on the progress that Qatar has made in recent years in terms of the implementation of major development projects and the growth of the country’s non-hydrocarbon economy in line with the objectives of Qatar National Vision 2030.
He noted that Qatar has provided significant support for the development of the private sector and the country’s investment environment, in line with its belief in the important role that these sectors play in promoting economic diversification.
Qatar has also embraced the principles of a free market economy and sought to open its economy to the world by strengthening its trade and investment relations with its various strategic partners, particularly Bulgaria, he said.
He concluded his remarks by expressing hope that the Qatari-Bulgarian Business forum will pave the way for successful partnerships that will benefit both countries.
The forum was attended by Sheikh Faisal bin Qasim Al Thani, Chairman of the Qatari Businessmen Association, Sheikh Khalifa bin Jassim Al Thani, Chairman of Qatar Chamber, and Alexander Manolev, Bulgaria’s Deputy Minister of Economy. The forum brought together a number of businessmen and investors along with senior executives and representatives of major Qatari and Bulgarian companies from various industries.
During the forum, the Qatar Free Zones Authority and Bulgaria’s National Industrial Zones Company signed a memorandum of understanding to enhance economic cooperation across free zones and promote trade and investment relations. The agreement was co-signed by Hamad Al Mohannadi, Director of Business Development at the Qatar Free Zones Authority and Antoaneta Bares, Executive Director of Bulgaria’s National Industrial Zones Company.
The forum featured presentations by Qatari and Bulgarian officials on the business environment and investment opportunities in both countries.The forum also featured bilateral meetings between businessmen from both sides to discuss investment opportunities and long-term economic cooperation mechanisms.
The Qatari-Bulgarian Business Forum aims to enhance bilateral trade as well as investment and industrial cooperation, providing a networking platform for Qatari and Bulgarian private sector representatives to establish investment projects that serve the interests of both countries.
On the sidelines of the Forum, the Minister of Commerce and Industry met with Alexander Manolev, Bulgaria’s Deputy Minister of Economy.
قال فخامة الرئيس رومين راديف، رئيس جمهورية بلغاريا، إن بلاده وقطر تجمعهما علاقات سياسية وطيدة، فيما تسعى الدولتان إلى الانتقال بهذا التعاون السياسي إلى آفاق اقتصادية ذات نتائج ملموسة.
وأضاف فخامته، في كلمة ألقاها أمس في افتتاح منتدى الأعمال القطري البلغاري -الذي نظمته وزارة التجارة والصناعة بالشراكة مع غرفة قطر ورابطة رجال الأعمال القطريين وسفارة جمهورية بلغاريا في الدوحة- أن 14 مليون دولار من التبادل التجاري بين الدولتين لا تتناسب مع قدرات وطموحات البلدين، وما يمكن أن تحققاه على مستوى الأصعدة والقطاعات الاقتصادية، وقال: «هناك فرص كثيرة للتعاون لم نتمكن من تحقيق أهدافنا فيها حتى الآن».
ودعا إلى تعزيز الاستثمارات القطرية في بلغاريا، مشيراً إلى أن قطر التي تتمتع بقدرات استثمارية ضخمة جداً وموارد كبيرة سعت إلى الاستثمار في دول وشركات عالمية كبرى ذات نتائج مثبتة في السوق، إلا أنه نبّه إلى أن معدل نمو إجمالي الناتج المحلي في تلك الدول تتراوح ما بين 1 إلى 2 %، فيما يصل نمو الناتج المحلي في بلغاريا إلى 4 %، ما يمنحها أولوية على مستوى الاستثمارات القطرية في الخارج.
ولفت إلى أن بلغاريا تضم أكثر من 200 شركة تنتج قطع الغيار لكبرى شركات السيارات العالمية التي تستثمر فيها دولة قطر، كما تسجل صادرات البلاد نمواً سنة بعد أخرى مع الدول الأوروبية التي تصدّر إليها المواد الزراعية والصناعة التكنولوجية الابتكارية.
ودعا رجال الأعمال القطريين إلى اكتشاف فرص التعاون مع الشركات البلغارية الـ 29 التي تزور البلاد، مبيناً أن قطاع الأعمال البلغاري يتميز بالمرونة والابتكار؛ حيث تعدّ بلغاريا رأس المال الأوروبي في تكنولوجيا المعلمات وموقع انطلاق الشركات الجديدة والحديثة، ومسار نجاح الأعمال في المستقبل.
علاقات متينة
بدوره، أكد سعادة السيد علي بن أحمد الكواري، وزير التجارة والصناعة، على ضرورة تعزيز العلاقات بين قطر وبلغاريا بمختلف المجالات، خاصة بالمجالات الاقتصادية والتجارية والاستثمارية بما يحقق تطلعات البلدين؛ لافتاً إلى أن العلاقات التي تربط قطر وبلغاريا وثيقة ومتينة، وذلك في كلمة ألقاها أمس في افتتاح منتدى الأعمال القطري البلغاري.
ونوّه سعادته إلى أن المنتدى البلغاري القطري الذي تم تنظيمه العام الماضي بجمهورية بلغاريا شكّل فرصة مهمة لاستكشاف فرص الاستثمار بكلا البلدين، لا سيّما في المجالات التي تخدم أولويات البلدين؛ مشيراً إلى ارتفاع حجم التبادل التجاري بين البلدين من 72.9 مليون ريال في عام 2016 إلى 87 مليون ريال في عام 2018.
وبيّن أن حجم التبادل التجاري لا يعكس الإمكانيات الاقتصادية لدى قطر وبلغاريا، مشيراً إلى ضرورة أن تشكّل تلك المقومات حافزاً لتعزيز العلاقات التجارية والاستثمارية ضمن رؤية واضحة تخدم المصالح المشتركة.
ونوّه سعادته إلى أن دولة قطر حققت خلال السنوات الماضية العديد من خططها، والتي تشمل تنمية دور القطاعات غير النفطية في الناتج الإجمالي المحلي، وذلك بما يتماشي مع رؤية 2030، مشيراً إلى أنه تم إيلاء القطاع الخاص اهتماماً كبيراً، إيماناً بدوره في تحقيق التنوع الاقتصادي المنشود.
وأكد على ضرورة الخروج بشراكات ناحجة تخدم التطلعات والمصالح المشتركة.
استعراض فرص الاستثمار المتاحة في القطاعات كافة
التقى سعادة السيد علي بن أحمد الكواري وزير التجارة والصناعة أمس -على هامش فعاليات منتدى الأعمال القطري البلغاري- بسعادة السيد ألكسندر مانوليف نائب وزير الاقتصاد بجمهورية بلغاريا، بحضور سعادة الشيخ خليفة بن جاسم آل ثاني رئيس غرفة قطر.
جرى خلال اللقاء استعراض العلاقات الثنائية بين البلدين، وبحث أوجه التعاون المشترك، لا سيما في المجالات التجارية والاستثمارية والصناعية، وسبل تعزيزها وتطويرها.
وتطرق الجانبان إلى بحث معدلات النمو التي شهدها الاقتصاد القطري خلال السنوات الماضية، واستعراض فرص الاستثمار المتاحة في القطاعات كافة، والحوافز الاستثمارية والتشريعات التي أقرتها دولة قطر، بما في ذلك قانون تنظيم استثمار رأس المال غير القطري في النشاط الاقتصادي، والمبادرات التي تم إطلاقها في سبيل دعم القطاع الخاص، وزيادة الاستثمارات الأجنبية المباشرة، واستقطاب مزيد من الشركات البلغارية إلى السوق القطري.
مذكرة تفاهم بين «المناطق الحرة» و«المناطق الصناعية البلغارية»
تم خلال المنتدى، توقيع مذكرة تفاهم بين هيئة المناطق الحرة القطرية والشركة الوطنية للمناطق الصناعية بجمهورية بلغاريا، والتي تهدف إلى تعزيز التعاون في المجال الاقتصادي في المناطق الحرة، وتطوير علاقات التجارة والاستثمار.
وقام بالتوقيع على مذكرة التفاهم السيد حمد المهندي مدير تطوير الأعمال بهيئة المناطق الحرة، فيما وقّع عن الشركة الوطنية للمناطق الصناعية بجمهورية بلغاريا السيدة انتونتا بارس الرئيس التنفيذي للشركة.
