Al Baker welcomes CAPA’s ‘Doha Declaration’
الباكر يثمن إعلان الدوحة الصادر عن قمة كابا لأهميته في إجراء مراجعة جذرية لأطر العمل الحالية لقوانين الطيران
DOHA: Qatar Airways Group Chief Executive, Akbar Al Baker (pictured), has welcomed the publication of the Doha Declaration’, a manifesto that calls for a serious review of the existing aviation regulatory framework.
The Declaration, which was announced at the conclusion of the CAPA Qatar Aviation, Aeropolitical and Regulatory Summit held in Doha, comes 75 years after the historic Chicago Convention, which established the International Civil Aviation Organisation (ICAO) as well as a set of global rules for airspace, air safety and air travel.
Commenting on the Declaration, Al Baker said: “Qatar Airways wholeheartedly endorses the Doha Declaration and calls on airlines all over the world to join us in supporting it.” The Doha Declaration says that 75 years after the aviation regulatory framework was established, it is time for a serious global review of its relevance today; the “business of freedom” underpins 10 percent of global GDP. It is too important to be constrained by economic regulation that was designed to meet entirely different conditions
The Doha Declaration recommends that governments should relax restrictive airline ownership and control rules, which underpin the bilateral air services system, constraining rationalisation of market access; increase efforts to encourage plurilateral liberalisation, for example as promoted by the European Union; enhance sustainability – in its broadest meaning – in the aviation sector and actively encourage aeropolitical discussion and further engagement at the highest levels.
The Declaration follows the recent announcement that the State of Qatar and the European Union have concluded their negotiations for a landmark Comprehensive Air Transport Agreement.
Al Baker added: “Earlier this week, Qatar Airways was proud to celebrate the milestone of becoming the first country in the Gulf region to achieve a Comprehensive Air Transport Agreement with the European Union. This agreement, allied to the Doha Declaration, shows the world that we are committed to building trust among nations, overcoming the fear of competition and embracing the benefits of liberalisation in the Aviation field.”
Speaking at the conclusion of the CAPA Conference, the first of its kind to be held in the Middle East, Henrik Hololei, the Director General Mobility and Transport at the European Commission commented on the Doha Declaration, saying: “It is a good conclusion of the one-and-a-half days we have spent here.”

وتزامن إعلان الدوحة مع مرور 75 عاما على الإعلان عن اتفاقية شيكاغو، والتي نصت على تأسيس المنظمة الدولية للطيران المدني (ايكاو)، بالإضافة إلى إرساء مجموعة من القواعد العالمية للمجال الجوي والسلامة الجوية والسفر جوا.
وقال سعادة السيد أكبر الباكر في تصريح صحفي اليوم، إن الخطوط الجوية القطرية تؤيد إعلان الدوحة، وتدعو جميع شركات الطيران والحكومات في مختلف أنحاء العالم إلى الانضمام إليها في دعم هذا الإعلان.
وكان إعلان الدوحة قد أكد أنه آن الأوان لإجراء مراجعة جدية لاختبار مدى ملاءمة هذا الإطار لقطاع الطيران اليوم، حيث يساهم قطاع الطيران اليوم بـ10% من الناتج المحلي العالمي ومن المهم جدا التقيد بنظم اقتصادية تم تصميمها لتلبية ظروف متباينة.
كما أوصى الإعلان الحكومات بالتخفيف من القيود المفروضة على ملكية شركات الطيران والقواعد المنظمة لذلك، التي يستند عليها أنظمة الخدمات الجوية الثنائية وتقييد الوصول إلى الأسواق، وتكثيف الجهود لتشجيع التحرير متعدد الأطراف، على سبيل المثال التحرير الذي يروج له الاتحاد الأوروبي وتعزيز الاستدامة، (بمعناها واسع النطاق)، في قطاع الطيران، إلى جانب الحديث بشكل فعال على فتح الحوار حول السياسة الجوية وتعزيز المشاركة بها بأعلى المستويات.
ويأتي إعلان الدوحة بعدما أعلنت مؤخرا دولة قطر والاتحاد الأوروبي عن اختتام المفاوضات لاتفاقية النقل الجوي الشاملة.
وأكد سعادة السيد أكبر الباكر في هذا الإطار أن دولة قطر أصبحت أول دولة خليجية تختتم المفاوضات مع الاتحاد الأوروبي لإبرام اتفاقية النقل الجوي الشاملة ويتماشى هذا الإعلان مع إعلان الدوحة “لنثبت للعام التزامنا ببناء الثقة بين الأمم والتغلب على الخوف من المنافسة وتحقيق أقصى استفادة من مزايا التحرير والمنافسة”.
وكان السيد هنريك هولولي، المدير العام للحركة والنقل في المفوضية الأوروبية قد أشاد في ختام قمة كابا بإعلان الدوحة وقال يعتبر الإعلان أفضل اختتام للقمة.
