SC holds workshop on integrity in sport

A two-day Workshop on Integrity in Sport, organised by the Security Committee of the Supreme Committee for Delivery & Legacy (SC) in cooperation with the International Olympic Committee (IOC) and the International Criminal Police Organization’s (Interpol) Project Stadia, kicked off Monday, with the participation of many local and international sports organisations and bodies.

The opening ceremony was attended by the Secretary-General of the Qatar Olympic Committee (QOC), Jassim Rashid Al Buainain, head of the Advisory Unit of the Security Committee, Brigadier Ibrahim Khalil Al Mohannadi, SC’s Executive Director of Security, member and secretary of the Security Committee of World Cup 2022 Col. Mohammed Majid Al Sulaiti, Interpol’s assistant director for emerging crimes Jose De Romero, Director-General of the Stadia Project Falah Abdullah Al Dosari, and a number of heads and directors of local and international sports organisations.

QOC’s Secretary-General affirmed Qatar’s longstanding relationship with sport that stretches over more than five decades as it hosted many sporting events at the continental and international levels, which have promoted the growth and development of sport in the country, adding that the workshop reflects Qatar’s interest in the importance of integrity in sport, stressing the keenness of the QOC to work and cooperate for the integrity.

Al Buainain said the keenness on achieving its objectives through the regulations and laws stipulated to combat the factors that threaten the basic values of sport such as doping and corruption and other related factors to address and eliminate them.

Al Mohannadi said the workshop is held in cooperation with the IOC and Interpol in the context of the efforts made through the partnership program between Qatar represented by the SC and Interpol under the umbrella of the Project Stadia, which aims to build capacity and training for Qatar for other countries, adding performance standards for tasks that achieve the main objective are to provide a safe environment in the management of security and safety operations in general and sporting events in particular.

He said the workshop is part of a global capacity-building and training program to help countries meet new challenges posed by competition manipulation, corruption and other threats to the safety of sport and thus working to strengthen cooperation between law enforcement agencies and partners represented by the QOC, associations and authorities including the Ministry of Justice, the Ministry of Culture and Sport, the Ministry of Education and Higher Education, and other participants from relevant institutions, all of which have an active role in creating an environment to prevent crime in sport.

Interpol’s Romero highlighted the importance of the workshop which discusses a vital topic to global sport, threats to its integrity, manipulation of competitions and tournaments and how organized crime may sneak into the sport to achieve profits. He also highlighted the importance of having a regulatory framework that provides guarantees for sport and ensures match fixing does not occur.

He said Qatar has a great global position in fighting such criminal activities and has a whole unit to fight corruption in sports and promote integrity. He added that match fixing in sports is not easy, where the Interpol has held many initiatives to fight these crimes through focusing on preventing them and developing worldwide capacities. He said this workshop organised by Qatar is part of Interpol’s program to fight crimes related to sport.

Senior Manager at Project Stadia Falah Abdulla Al Dosari said Project Stadia is funded by the State of Qatar under the provision of a ten year agreement to establish a centre for excellence in the safety and security of major events.

انطلقت أمس ورشة عمل حول النزاهة في مجال العمل الرياضي، والتي تنظمها على مدى يومين اللجنة الأمنية باللجنة العليا للمشاريع والإرث، بالتعاون مع اللجنة الأولمبية الدولية، والمنظمة الدولية للشرطة الجنائية «الإنتربول» ومشروع «ستاديا»، وبمشاركة العديد من المنظمات والهيئات الرياضية محلياً ودولياً.

حضر افتتاح الورشة سعادة جاسم راشد البوعينين أمين عام اللجنة الأولمبية القطرية، والعميد إبراهيم خليل المهندي رئيس وحدة المكتب الاستشاري باللجنة الأمنية، والعقيد محمد ماجد السليطي المدير التنفيذي للإدارة الأمنية باللجنة العليا للمشاريع والإرث، عضو وأمين سر اللجنة الأمنية لكأس العالم 2022، وجوسي دي روميرو المدير المساعد للجرائم المستحدثة بالمنظمة الدولية للشرطة الجنائية «الإنتربول»، وفلاح عبدالله الدوسري مدير عام مشروع «ستاديا»، وعدد من رؤساء ومديري الهيئات والمنظمات الرياضية المحلية والدولية. وخلال افتتاح الورشة، أكد سعادة أمين عام اللجنة الأولمبية القطرية، أهمية الورشة «التي نحرص على مواصلة مهمتنا في تحقيق أهدافها، وذلك من خلال اللوائح والقوانين المنصوص عليها، ومكافحة العوامل التي تهدد القيم الأساسية للرياضة، مثل تعاطي المنشطات والفساد وغيرها من العوامل المرتبطة بذلك، لمواجهتها والقضاء عليها». وأضاف سعادته: «إننا نؤمن في دولة قطر بأهمية النزاهة في الرياضة، وانطلاقاً من هذا المبدأ جاء تأسيس مختبر مكافحة المنشطات في قطر عام 2012، والذي يعتبر الأول من نوعه في المنطقة».

من جهته، أوضح العميد إبراهيم خليل المهندي أن التصدي للتلاعب بنتائج المنافسات الرياضية، وإغلاق مكامن الفساد التي تهدد نزاهة الرياضة هو ما تستهدفه هذه الورشة، يأتي ذلك في ظل ما يشهده العالم من تطور في اختراق القيم التنافسية في المجال الرياضي.

وأضاف العميد المهندي، أن الورشة تشكل جزءاً من برنامج عالمي لبناء القدرات والتدريب، لمساعدة البلدان على التصدي للتحديات الإجرامية الجديدة التي يشكلها التلاعب بالمنافسة والفساد والتهديدات الأخرى التي تهدد سلامة الرياضة. ومن جانبه، ألقى جوسي دي روميرو كلمة، أكد فيها أهمية الورشة التي تناقش موضوعاً حيوياً وجوهرياً يتعلق بالرياضة على مستوى العالم ويهدد نزاهتها، مشدداً على أهمية وجود إطار تنظيمي يقدم ضمانات للرياضة، وعدم التلاعب بنتائج المباريات.

ونوه بأن دولة قطر لديها موقع رائع عالمياً لمكافحة هذه النشاطات الإجرامية، كما أن لديها وحدة كاملة لمكافحة الفساد في مجال الرياضة وتعزيز النزاهة.

من جهته، أشار فلاح عبدالله الدوسري إلى أن «ستاديا» مشروع تموّله دولة قطر بموجب اتفاقية مدتها 10 سنوات، لإنشاء مركز للتميز في مجال سلامة وأمن الفعاليات الكبرى، حيث يدعم مشروع «ستاديا» وبشكل مباشر دولة قطر وجميع الدول الأعضاء في «الإنتربول» في توفير الأعمال الشرطية والأمن للفعاليات الكبرى، واعتبر تنظيم هذه الورشة خطوة كبيرة لبناء وتطوير شراكات استراتيجية، لتعزيز وتحسين تبادل المعلومات والتعاون. كما رحب العقيد محمد ماجد السليطي بالمشاركين في ورشة العمل، التي قال إنها تعكس جهود دولة قطر في هذا المجال، وأشاد بالدور الذي تقوم به اللجنة الأولمبية الدولية في دعم توجهات دولة قطر لتحقيق أعلى المعايير، التي تتوافق مع استضافة كأس العالم «قطر 2022».;
