ILO, FIFA laud Qatar’s human rights and labour reforms

Brussels: The International Labour Organisation (ILO) and FIFA hailed the reforms adopted by the State of Qatar to protect human rights and expatriate workers.

This came during a seminar held in Brussels by the European Parliament, that discussed the importance of respecting human rights standards and laws during the organisation of major sporting events.

The representatives of ILO and FIFA stressed that Qatar has made substantial changes in recent years to ensure its commitment to respect workers rights in general, not just World Cup facilities’ workers.

They added that Qatar adopts the highest standards of safety and security during the construction of 2022 World Cup stadiums, in addition to the adoption of new laws, notably the abolition of the sponsorship law, and the law of regulation of entry and exit of expatriates.

Chief of the Fundamental Principles and Rights at Work Branch of the ILO Governance and Tripartism Department Beate Andrees said that the progress made by Qatar in these areas is indeed a model for development.

Andrees added that the ILO is present in Qatar to promote the development of workers’ rights in the country, adding that ILO started its work in Qatar by following up the conditions of the workers, their residence, their working conditions, their access to the appropriate health environment and the safety conditions required in the workplace in accordance with international law And ILO standards.

After several years of discussions, particularly in 2017, ILO has made substantial progress with Qatar by signing an agreement that includes a comprehensive program of technical cooperation between ILO and Qatar, she said.

FIFA’s Head of Sustainability and Diversity Federico Addiechi stressed in his speech the importance of the integration of human rights into major sporting events.

Speaking about the most important achievements made in FIFA preparations for the 2022 FIFA World Cup in Qatar, Addiechi said that FIFA worked closely during the last three years with the Supreme Committee for Delivery and Legacy (SC) to follow up the completion of the infrastructure and stadiums of the World Cup in Qatar.

He added that SC has been and continues to be a great partner, especially with regard to human rights. He pointed out that Qatar has launched a reform program to change the labor laws, in coordination with ILO, adding that FIFA witnessed significant changes in the area of labor laws.

In terms of respect for the rules, FIFA has confirmed for years that it has a responsibility to ensure that the highest standards are respected in the facilities and stadiums of the World Cup, Addiechi added.

Addiechi expressed satisfaction at the fact that experts and civil society have affirmed that SC respects the standards of World Cup facilities.

أشادت منظمة العمل الدولية والاتحاد الدولي لكرة القدم (فيفا)، بالإصلاحات التي أقرّتها دولة قطر لحماية حقوق الإنسان والعمالة الوافدة، خلال جلسة علنية للبرلمان الأوروبي، ناقشت أهمية احترام معايير وقوانين حقوق الإنسان خلال تنظيم الفعاليات الرياضية الكبرى. وأكد ممثلا منظمة العمل الدولية و«فيفا» أن قطر قامت بتغييرات مذهلة وجوهرية خلال السنوات الأخيرة لتأكيد حرصها على احترام حقوق جميع العاملين في دولة قطر، وليس عمال منشآت المونديال فقط، والالتزام بأعلى معايير الأمن والسلامة خلال تشييدها استادات مونديال 2022، موازاة مع إقرار قوانين جديدة، أبرزها إلغاء قانون الكفالة، وقانون تنظيم دخول وخروج الوافدين الذي أقر إلغاء شرط استصدار وثيقة الخروجية للسماح بسفر الوافدين.

خلال مداخلتها في الجلسة النقاشية العلنية، قالت السيدة بيت أندريس، رئيس فرع العمل المعني بالمبادئ والحقوق الأساسية بالمنظمة العالمية للعمل: «ربما يعلم الكثير منكم أن منظمة العمل الدولية متواجدة في قطر، لتشجيع تطوير حقوق العمال في هذا البلد. وقد بدأنا عملنا هناك بمتابعة أوضاع العمال، وأماكن إقامتهم، وظروف عملهم، ومدى حصولهم على البيئة الصحية المناسبة، وشروط السلامة المطلوبة في أماكن العمل؛ وفقاً لما يتطابق مع القانون الدولي ومعايير منظمة العمل الدولية. وبعد نقاشات استمرت لعدة أعوام -وتحديداً في عام 2017- حققنا تطوراً جوهرياً مع دولة قطر، بالتوقيع على اتفاقية تتضمن برنامجاً شاملاً للتعاون الفني بين منظمة العمل الدولية وقطر».

واستطردت ممثلة المنظمة العمل الدولية: «على وجه التحديد، فما رأيناه من تطور خلال الأعوام الماضية، يتعلق أساساً بإصلاح قانون الكفالة، والذي نعتبره تغييراً يتعدى كونه مجرد عملية تجميل. فقد أقرّت حكومة دولة قطر في شهر سبتمبر الماضي، قانوناً ينص على إلغاء شرط استخراج وثيقة الخروجية للسماح للوافدين بالسفر خارج قطر، وهذا ما نعتبره أهم تغيير جوهري، ورأينا أيضاً إطلاق آلية تسمح للوافدين بتقديم الشكاوى والتظلمات، إلى جانب إطلاق نظام لدفع الرواتب، يتضمن إقرار حد أدنى للرواتب التي ينبغي أن يتقاضاها العمال».

ولفتت إلى أن «الحكومة القطرية تحرص على التأكيد على أنها لا تهتم فقط بالعمال الذين يعملون في ورشات البنى التحتية والمشاريع المتعلقة بمونديال قطر 2022، بل إنها تهتم بكل العمال، سواء تعلّق الأمر بالقطريين أو العمال الوافدين العاملين في مشاريع استادات مونديال قطر، أو العاملين في قطاع الفندقة والسياحة، ومختلف المجالات الأخرى».

من جانبه، ركّز فيديريكو أدييشي، مسؤول قسم استدامة التطور بـ «فيفا» على إدماج حقوق الإنسان في الرهانات الرياضية الكبرى، قائلاً: «تعدّ هذه المرة الأولى التي يتم فيها إيلاء اهتمام جوهري لضرورة احترام معايير وقوانين حقوق الإنسان في تنظيم الفعاليات الرياضية الكبرى، وتكون مدرجة في بنود الاتفاقيات التي توقعها (الفيفا) بشأن تنظيم الفعاليات الرياضية الكبرى».

وعرّج فيديريكو للحديث عن أهم ما تم إنجازه ضمن تحضيرات الاتحاد الدولي لكرة القدم (فيفا) لمونديال قطر 2022، بقوله: «في قطر، عملنا عن قرب خلال السنوات الثلاثة الماضية مع اللجنة العليا للمشاريع والإرث بدولة قطر على متابعة إنجاز البنى التحتية وملاعب المونديال. إن اللجنة العليا للمشاريع والإرث كانت -ولا تزال- شريكا رائعاً، لا سيّما فيما يتعلق بحقوق الإنسان. وأنا متأكد أنكم رأيتم خلال الأشهر القليلة الماضية أن دولة قطر أطلقت برنامجاً إصلاحياً لتغيير قوانين العمل، بالتنسيق مع منظمة العمل الدولية».;
