Cabinet approves draft resolution to set up National Commission for Qualifications and Academic Accreditation

DOHA: The Cabinet, which met yesterday with Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani in the chair, approved a draft resolution to establish the National Commission for Qualifications and Academic Accreditation.

Following the Cabinet meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr Hassan Lahdan Al Saqr Hassan Al Mohannadi stated that the Cabinet reviewed topics on its meeting’s agenda as following:

The Cabinet approved a draft resolution to establish the National Commission for Qualifications and Academic Accreditation. Under the provisions of the draft resolution, a commission called the National Commission for Qualifications and Academic Accreditation is to be established at the Ministry of Education and Higher Education.

Within the framework of the general policy of the State, the Commission aims to manage the national qualifications framework, make academic accreditation, apply quality assurance standards to higher education institutions in the State and to contribute to its development in order to enhance confidence.

The Commission also is competent to exercise all the powers that enable it to achieve its goals including: adopt policies and standards for the national qualifications framework; adopt policies and standards for the academic accreditation and quality assurance for higher education institutions in the State; grant academic accreditation to institutions of higher education in the State and issue and renew academic accreditation certificates for higher education institutions.

The Cabinet also approved a draft resolution of the Minister of Transport and Communications regarding the rules and regulations to protect the privacy of personal data of individuals. The Ministry of Transport and Communications has prepared the draft resolution within the framework of issuing the necessary decisions to implement the provisions of Law No. (13) of 2016 on the protection of the privacy of personal data.

Moreover, the Cabinet approved the accession to the Multilateral Agreement to implement tax treaty related measures to prevent base erosion and profit shifting.

The Cabinet approved the annual plan of the Qatar Tourism Authority for participating in exhibitions held outside the State during 2019.

It also took the necessary measures to ratify an agreement on the mutual recognition of driving licenses and their replacement between the Government of the State of Qatar and the Government of the French Republic.
The Cabinet then reviewed the following topics and took the appropriate decisions thereon: The letter of the Prime Minister’s Office on the request of Msheireb Properties to allocate the city of Msheireb “Heart of Doha” as a free zone, and the review of the Free Zones Authority in this regard.

A draft resolution of the Cabinet on the career system for the transferees from Qatar Petroleum (QP) to the General Department of Industrial Security at the Ministry of Interior. A Memorandum of HE the Minister of Municipality and Environment on the proposal to allow non-Qataris to own property in Lusail City.

The letter of the Minister of Economy and Commerce on the second (semi-annual) report on the work of the Technical Committee to study the international reporting indicators regarding the business environment in Qatar during the period from 13/12/2017 to 30/6/2018. The letter of the Minister of Justice and Acting Minister of State for Cabinet Affairs on the legislative instruments proposed for 2018-2019.

The letter of the Head of the Tax Appeal Committee at the Ministry of Finance on its report on the work of the Committee during the period from 1 to 30/6/2018.

This committee, established by the Ministry of Finance, headed by a judge of the Court of Appeal and composed of representatives of the concerned authorities, is competent to adjudicate on grievances submitted by the taxpayer and submit its periodic reports to the Cabinet on the number of grievances submitted to them and their reasons and recommendations thereon.

ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس صباح أمس، بمقره في الديوان الأميري. وعقب الاجتماع أدلى سعادة الدكتور حسن بن لحدان الحسن المهندي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي:

نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على مشروع قرار مجلس الوزراء بإنشاء اللجنة الوطنية للمؤهلات والاعتماد الأكاديمي.

وتقضي أحكام المشروع بأن تُنشأ بوزارة التعليم والتعليم العالي لجنة تسمى «اللجنة الوطنية للمؤهلات والاعتماد الأكاديمي».

وتهدف اللجنة، في إطار السياسة العامة للدولة، إلى إدارة الإطار الوطني للمؤهلات، وإجراء الاعتماد الأكاديمي، وتطبيق معايير ضمان الجودة لمؤسسات التعليم العالي بالدولة، والإسهام في تطويرها لتعزيز الثقة فيها، وتختص اللجنة بممارسة جميع الصلاحيات التي تمكنها من تحقيق أهدافها، وتقوم من بين ما تقوم به بما يلي:

1 – إقرار السياسات والمعايير الخاصة بالإطار الوطني للمؤهلات.

2 – إقرار السياسات والمعايير الخاصة بالاعتماد الأكاديمي وضمان الجودة لمؤسسات التعليم العالي بالدولة.

3 – منح الاعتماد الأكاديمي لمؤسسات التعليم العالي بالدولة.

4 – إصدار شهادات الاعتماد الأكاديمي وتجديدها لمؤسسات التعليم العالي.

ثانياً- الموافقة على مشروع قرار وزير المواصلات والاتصالات بالقواعد والضوابط التنظيمية لحماية خصوصية البيانات الشخصية للأفراد.

وقد أعدت وزارة المواصلات والاتصالات مشروع ذلك القرار في إطار استصدار القرارات اللازمة لتنفيذ أحكام القانون رقم (13) لسنة 2016 بشأن حماية خصوصية البيانات الشخصية.

ثالثاً- الموافقة على الانضمام إلى الاتفاقية المتعددة الأطراف لتنفيذ التدابير المتعلقة بالمعاهدات الضريبية لمنع تآكل الوعاء وتحويل الأرباح.

رابعاً- الموافقة على الخطة السنوية للهيئة العامة للسياحة بشأن المشاركة في المعارض التي تقام خارج الدولة خلال عام 2019.

خامساً- اتخاذ الإجراءات اللازمة للتصديق على اتفاق بشأن الاعتراف المتبادل برخص القيادة واستبدالها بين حكومة دولة قطر وحكومة الجمهورية الفرنسية.

سادساً- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة:

1 – كتاب مكتب معالي رئيس مجلس الوزراء حول طلب شركة مشيرب العقارية بتخصيص مدينة مشيرب «قلب الدوحة» كمنطقة حرة، ورأي هيئة المناطق الحرة في هذا الصدد.

2 – مشروع قرار مجلس الوزراء بشأن النظام الوظيفي للمنقولين من «قطر للبترول» إلى الإدارة العامة للأمن الصناعي بوزارة الداخلية.

3 – مذكرة سعادة وزير البلدية والبيئة بشأن اقتراح السماح لغير القطريين بالتملك الحر في مدينة لوسيل.

4 – كتاب سعادة وزير الاقتصاد والتجارة بشأن التقرير الدوري الثاني (نصف السنوي) عن أعمال اللجنة الفنية لدراسة مؤشرات التقارير الدولية فيما يتعلق ببيئة الأعمال بدولة قطر خلال الفترة من

13 / 12 / 2017 إلى 30 / 6 / 2018.

5 – كتاب سعادة وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بشأن الأدوات التشريعية المقترحة لعامي 2018 – 2019.

6 – كتاب رئيس لجنة التظلم الضريبي بوزارة المالية بشأن تقريرها عن أعمال اللجنة خلال الفترة من 1/1 إلى 30 / 6 / 2018.

وتختص هذه اللجنة المنشأة بوزارة المالية والمشكلة برئاسة أحد قضاة محكمة الاستئناف وعضوية ممثلين عن الجهات المعنية، بالفصل في التظلمات المقدمة من المكلف الخاضع للضريبة، وترفع تقاريرها الدورية إلى مجلس الوزراء بعدد التظلمات التي عرضت عليها وأنواعها وأسبابها وما تم بشأنها، وتوصياتها في هذا الشأن.;
