Al Marri calls on EU to take strong and quick measures against siege countries’ violations
قطر تطالب الاتحاد الأوروبي بمواقف حاسمة لوقف انتهاكات الحصار
Brussels: The Chairman of the National Human Rights Committee (NHRC), Dr Ali bin Smaikh Al Marri, has called on the European Union (EU) to take strong, quick measures and practical steps to condemn the violations that affect thousands of Gulf families as result of the siege imposed on the State of Qatar, similar to the position of the European Parliament, which has consistently blamed those countries for the human rights violations that have affected thousands of families in Qatar and the Gulf States for more than a year.
In a meeting with the Special Representative of the European Union for Human Rights Stavros Lambrinidis, in the Belgian capital, Brussels, Dr Al Marri presented a copy of the 5th report prepared by the National Human Rights Committee (NHRC), on the occasion the siege anniversary.
He stressed that more than a year after the siege imposed on the State of Qatar, citizens and residents of Qatar no longer accept the political positions of some countries, which only “verbal condemnation” of the violations of the blockading countries, without being followed by practical and deterrent decisions that would triumph over human rights before political interests among states.
Dr. Al Marri called on the European Union countries to give priority to human rights in their relations with the countries of the blockade, urging them to triumph over the noble humanitarian principles on which the European Union is based, particularly the defense of human rights issues in different regions of the world.
He also called on the Special Representative of the European Union to inform the representatives of the EU countries that the victims of the blockade are citizens, residents of Qatar and the blockading countries were waiting for more effective and strong positions to stop violations.
“The EU countries have procedures and mechanisms that enable them to put pressure on the blockading countries urging them to stop their violations, in line with the principles on which the EU institutions were founded,” he added.
The NHRC chief invited the Special Representative of the European Union for Human Rights Stavros Lambrinidis to visit the State of Qatar and the rest of the countries, parties of the crisis in order to work to address the humanitarian violations resulting from the siege, pointing out that the visit of the representative of the European Union to find out the repercussions of the siege and its impact on the peoples of the Gulf region, would play a key role and a major contribution to resolving this humanitarian crisis.
During his meeting with Chiara Adamo Head of the Unit for Gender Equality, Human Rights and Democratic Governance of the Department of International Cooperation and Development of the European Union, Dr. Al Marri pointed out to the disastrous humanitarian impact on children, especially as a result of the siege imposed on Qatar. He said that thousands of Qatari, Emirati, Saudi and Bahraini children were deprived of their parents and were prevented from traveling with their parents because of the possession of these children or the father or mother of Qatari nationality, stressing that these children were subjected to a “humanitarian crime” which can not be tolerated.
During his meetings in Brussels, the NHRC chief that the silence of States and governments to the continuation of the siege imposed on Qatar for more than a full year, is no longer acceptable.
Dr. Al Marri called on the EU countries to show strictness in dealing with human rights violations resulting from the Gulf crisis similar to those dealing with labor rights issues in the Gulf region.
Dr. Al-Marri also reviewed with Chiara Adamo ways of a partnership between her department and the NHRC. The cooperation between the two sides is expected to result in the signing of a partnership agreement with, especially in working with national human rights institutions.
طالب سعادة الدكتور علي بن صميخ المري، رئيس اللجنة الوطنية لحقوق الإنسان بدولة قطر، الاتحاد الأوروبي باتخاذ إجراءات قوية وخطوات عملية وسريعة لإدانة الانتهاكات التي تطال آلاف العائلات الخليجية جراء الحصار المفروض على قطر، أسوة بموقف البرلمان الأوروبي الذي لم يتوانَ عن تحميل تلك الدول مسؤولية انتهاكات حقوق الإنسان التي تطال آلاف الأسر في قطر ودول الخليج منذ أكثر من عام كامل.
لدى لقائه، بالعاصمة البلجيكية بروكسل، السيد سترافروس لامبرنيديس – المبعوث الخاص للاتحاد الأوروبي لحقوق الإنسان – قدّم سعادة الدكتور علي بن صميخ المري نسخة من التقرير الخامس الذي أعدّته اللجنة الوطنية لحقوق الإنسان بعد مرور عام على حصار قطر.
ودعا المري، سترافورس إلى زيارة دولة قطر وباقي الدول أطراف الأزمة، وذلك للعمل على معالجة الانتهاكات الإنسانية الناجمة عن الحصار على قطر. مشيراً إلى أن زيارة ممثل الاتحاد الأوروبي للوقوف على تداعيات الحصار وآثاره على شعوب منطقة الخليج ستلعب دوراً أساسياً، وتعتبر مساهمة كبيرة لحل الأزمة الإنسانية.
وشدّد سعادته على أنه بعد مرور أكثر من عام كامل على الحصار المفروض على قطر، لم يعد المواطنون والمقيمون في قطر يتقبّلون المواقف السياسية لبعض الدول التي تكتفي بالإدانة اللفظية لانتهاكات دول الحصار، دونما أن تتبعها بقرارات عملية ورادعة من شأنها أن تنتصر لحقوق الإنسان قبل المصالح السياسية بين الدول.
وطالب الدكتور علي بن صميخ المري، دول الاتحاد الأوروبي بضرورة منح الأولوية لحقوق الإنسان في علاقاتها مع دول الحصار، داعياً إياها إلى الانتصار للمبادئ الإنسانية الراقية التي بُني عليها الاتحاد الأوروبي، وفي مقدمتها الدفاع عن قضايا حقوق الإنسان في مختلف مناطق العالم.
وطالب المري السيد سترافروس لامبرنيديس -ممثل الاتحاد الأوروبي- بضرورة إبلاغ ممثلي دول الاتحاد بأن ضحايا الحصار من المواطنين والمقيمين في قطر ودول الحصار ينتظرون مواقف أكثر فاعلية وقوة لوقف الانتهاكات، مشدّداً على ضرورة الانتقال من مرحلة الإدانات اللفظية إلى اتخاذ قرارات وإجراءات تمنح الأولوية لحقوق الإنسان في علاقات دول الاتحاد الأوروبي مع دول الحصار، تأكيداً للمصداقية التي تحظى بها دول الاتحاد الأوروبي ومؤسساتها لدى شعوب العالم. وقال سعادته: «إن دول الاتحاد تملك من الإجراءات والآليات ما يمكّنها من فرض ضغوط على دول الحصار لحثّها على وقف انتهاكاتها، بما ينسجم والمبادئ التي تأسست على ضوئها مؤسسات الاتحاد الأوروبي».
وخلال اجتماعه مع تشيارا أدامو -رئيسة وحدة المساواة بين الجنسين وحقوق الإنسان والحكم الديمقراطي بقسم التعاون الدولي والتنمية بالاتحاد الأوروبي، نوّه سعادة الدكتور علي بن صميخ إلى الآثار الإنسانية الكارثية على الأطفال تحديداً جراء الحصار المفروض على قطر.
وأشار إلى أن آلاف الأطفال القطريين والإماراتيين والسعوديين والبحرينيين حُرموا من آبائهم وأمهاتهم، وتم منعهم من السفر مع أوليائهم بسبب حيازة هؤلاء الأطفال أو الأب أو الأم الجنسية القطرية، مشدّداً على أن ما تعرّض له هؤلاء الأطفال جريمة إنسانية لا يمكن السكوت عنها.
وشدّد رئيس لجنة حقوق الإنسان في دولة قطر، خلال لقاءاته، على أن صمت الدول والحكومات على استمرار الحصار المفروض على قطر منذ أكثر من عام كامل، لم يعد مقبولاً. وطالب المري دول الاتحاد الأوروبي بإبداء صرامة مماثلة لتلك التي تتعامل بها مع قضايا حقوق العمال في منطقة الخليج، في التعامل مع انتهاكات حقوق الإنسان الناجمة عن الأزمة الخليجية.
بينما استعرض د. علي بن صميخ المري مع السيدة تشيارا، سبل الشراكة بين إدارتها واللجنة الوطنية لحقوق الإنسان. ومن المتوقع أن يثمر التعاون بين الجانبين بتوقيع اتفاقية شراكة مع إدارتها، خاصة في ظل عملها المستمر مع المؤسسات الوطنية لحقوق الإنسان.;
