The Public Works Authority launches its corporate strategy 2018-2022
هيئة الأشغال العامة “أشغال” تطلق الاستراتيجية المؤسسية 2018-2022
The Public Works Authority ‘Ashghal’ has officially launched the New Corporate Strategy 2018- 2022, as part of Ashghal’s new vision “Excellence in delivering and managing efficient sustainable infrastructure”.
Ashghal’s Strategy was kicked off in line with Qatar’s Second National Development Strategy 2018-2022, regarded as a step forward to transforming the goals of Qatar National Vision 2030 into tangible reality.
On the occasion, the Public Works Authority held a town hall after great efforts exerted under Ashghal President’s command to set the new vision, mission and values, which will be applied to get the new strategy accomplished over the next five years.
The meeting was attended by H.E. the President of Ashghal, Assistant President Eng. Abdullah Hamad Al Atiyyah along with Affairs Directors, Managers and a host of senior officials, who were briefed on Ashghal’s achievements in 2017 and the new Corporate Strategy.
With the new “Strategy 2018-2022”, Ashghal will be more self-reliant, since it has the required potentials to manage, operate and maintain its assets efficiently and effectively.
In the upcoming five years, Ashghal will try to achieve its new vision through accomplishing its mission of “Continuously enhancing customer satisfaction through leading project and asset management services and solutions”.
The delivery of Ashghal’s Vision and Mission are underpinned by a set of core values, which emphasise the characteristics of the organisation best performing team members. These values are:
Accountability: We are all accountable for delivering operational excellence.
Service Oriented: We continuously focus on the value of our services.
Health and Safety: the health and Safety of our Customers, Employees and Contractors is our top priority.
Growth Focused: We work together to grow the capabilities of our organisation.
Honesty: We are honest with others and deliver on commitments made.
Adaptability: We accept new challenges and quickly adapt to changes in our environment.
Learning Continuously: We share the experience, knowledge and lessons we have learned.
In an aim to provide a clear framework for defining the corporate objectives for 2018 – 2022, four themes were developed, representing the broad direction that Ashghal will follow in the coming years. The themes include compliance with health and safety standards, delivering excellence, developing capabilities and focusing on customers and stakeholders.
Ashghal has set ten corporate objectives to move in the direction set through the strategic themes in the coming years, including enhancement of Ashghal’s health and safety performance, ensuring on time delivery, integrating new assets effectively, optimising and managing cost and improving quality management performance.
The corporate objectives also include Improved sustainability and recycling, Increased Qatarisation and development of Ashghal’s staff, increased Qatari involvement in the authority’s supply chain, embedding leading practices across Ashghal and enhancing customer and stakeholder satisfaction.
During his meeting with the employees, H.E. the President of Ashghal said that what distinguishes Ashghal’s strategy 2018-2022 is that its employees are the key element in the development of its themes and objectives. Further to this, the “Strategy champions”, a group of young competent Qataris who constitute the core of Ashghal’s future leadership, contributed to this new strategy launch.
He added: “Our journey will not stop at the development of our strategy, we will work towards adopting and practicing that strategy and focus on achieving our goals with the required efficiency and quality. This will contribute to overcoming any challenges together. I am always confident that by continuing to work together we will meet and exceed our customers’ expectations to continue to provide the best of our beloved country Qatar”.
As part of the Public Works Authority’s willingness to pursue the adoption of the new strategy 2018-2022, a number of Key Performance Indicators have been developed to measure the success achieved in implementing its mission to achieve the desired vision for 2022.
Ashghal has also taken several practical steps to achieve its corporate objectives including a number of strategic initiatives to be launched in the coming years.
أعلنت هيئة الأشغال العامة “أشغال” عن الإطلاق الرسمي للاستراتيجية المؤسسية الجديدة للفترة من عام 2018 إلى 2022، وذلك لتنفيذ رؤية “أشغال” الجديدة “التميز في تنفيذ وإدارة بنية تحتية كفؤة ومستدامة”.
تم إطلاق استراتيجية “أشغال” تماشياً مع استراتيجية التنمية الوطنية الثانية لدولة قطر 2018-2022، التي تعدّ خطوة في سبيل تحويل غايات رؤية قطر الوطنية 2030 إلى واقع ملموس.
أقامت الهيئة لقاءً مفتوحاً مع الموظفين للاحتفال بتدشين الاستراتيجية، وذلك بعد جهود مضنية بذلها الجميع تحت قيادة سعادة الرئيس لوضع الرؤية والمهمة والقيم والمحاور الجديدة التي سيتم تنفيذها لتحقيق تلك الاستراتيجية الجديدة والتي ستستمر للخمسة أعوام المقبلة حتى 2022.
حضر اللقاء سعادة رئيس “أشغال” والمهندس عبدالله حمد العطية، مساعد رئيس الهيئة، إضافة إلى مدراء الشؤون والإدارات وعدد كبير من مسؤولي وموظفي الهيئة، حيث تم في البداية عرض أهم إنجازات الهيئة لعام 2017 في مختلف القطاعات، والاستراتيجية الجديدة للهيئة.
تنتقل “أشغال” من خلال استراتيجية 2018-2022 من كونها هيئة تركز على تنفيذ المشاريع بالتعاون مع شركاء خارجيين إلى هيئة لديها القدرة الداخلية على الاستمرار في النجاح في تنفيذ تلك المشاريع مع التمتع بالإمكانيات المطلوبة لإدارة وتشغيل وصيانة الأصول على نحو كفء وفعّال.
ستعمل “أشغال” خلال الخمس سنوات القادمة على تحقيق تلك الرؤية الجديدة من خلال تنفيذ رسالتها ومهمتها الأساسية وهي “التعزيز المستمر لرضا العملاء من خلال تقديم الخدمات والحلول الرائدة في إدارة المشاريع والأصول”.
يرتكز تحقيق تلك الرؤية والمهمة على مجموعة من قيم “أشغال” التي تحدد سمات فريق عمل ذو أداء متميز، وتشمل:
المساءلة: نحن جميعاً مسؤولون عن تقديم التميز التشغيلي.
التوجه الخدمي: نحن نركز باستمرار على قيمة خدماتنا.
الصحة والسلامة: صحة وسلامة عملائنا والموظفين والمقاولين على رأس أولوياتنا.

وبهدف توفير إطار عمل واضح للأهداف المؤسسية لأشغال للفترة 2018-2022 فقد تم تطوير أربع محاور استراتيجية تمثل اتجاهات رئيسية ستتبعها الهيئة خلال الأعوام المقبلة وتتضمن الالتزام بمعايير الصحة والسلامة، تحقيق التميز، تطوير القدرات والتركيز على العملاء وأصحاب المصلحة.
وضعت “أشغال” عدة أهداف مؤسسية تخدم تحقيق تلك المحاور الاستراتيجية ليتم تحقيقها خلال الأعوام القادمة تشمل تحسين أداء الصحة والسلامة والتأكد من التسليم في الموعد المحدد وإدماج أصول جديدة بفاعلية، إضافة إلى ترشيد وإدارة التكلفة وتحسين أداء إدارة الجودة.
كما تشمل الأهداف المؤسسية كذلك السعي لتعزيز الاستدامة وإعادة التدوير وزيادة التقطير وتطوير موظفي الهيئة وزيادة المساهمة القطرية في سلسلة التوريد الخاصة بأشغال، إلى جانب تضمين ممارسات رائدة عبر مختلف قطاعات الهيئة وتعزيز رضا العملاء وأصحاب المصلحة.
أكد سعادة رئيس “أشغال” في كلمته للموظفين أن ما يميز استراتيجية 2018-2022 أن موظفي الهيئة هم العنصر الرئيسي في تطوير أهدافها ومحاورها، حيث ساهم في إطلاقها “رواد الاستراتيجية” من موظفي الهيئة، وهم مجموعة من الكوادر القطرية التي تشكل جوهر قيادة الهيئة في المستقبل.
وقال: “لن نتوقف عند تطوير الاستراتيجية بل سنعمل تجاه تبني وممارسة تلك الاستراتيجية والتركيز على تحقيق أهدافنا بالكفاءة والجودة المطلوبة لنتجاوز معاً أي تحدي. سأظل دوماً على ثقة بأن من خلال استمرارنا في العمل معاً سنلبي بل سنتخطى توقعات عملائنا في الاستمرار في تقديم الأفضل لدولتنا الحبيبة قطر”.
وفي إطار حرص هيئة الأشغال العامة على متابعة تحقيق الاستراتيجية الجديدة 2018-2022 تم وضع عدد من مؤشرات الأداء الرئيسية التي تتيح قياس النجاح المحقق في تنفيذ مهمتها حتى تتحقق الرؤية المنشودة لعام 2022، كما وضعت “أشغال” عدة خطوات عملية لتحقيق أهدافها المؤسسية تتضمن العديد من المبادرات الاستراتيجية التي من المقرر إطلاقها خلال السنوات المقبلة.
