Qatar refutes claims by UAE in ICAO session

DOHA: The Council of International Civil Aviation Organization (ICAO) held yesterday a special session to consider the complaint filed by the UAE against the State of Qatar alleging that Qatari fighters intercepted UAE civil aircraft. The UAE has requested the activation of Article 54/N of the Chicago Convention.

The delegation of Qatar was presided over by Chairman of Qatar Civil Aviation Authority Abdullah bin Nasser Turki Al Subaey, QNA reported. The session began with a presentation made by the UAE delegation, in which they claimed that Qatari fighter jets Intercepted UAE civil aircraft more than once.

Then Chairman of Qatar Civil Aviation Authority addressed the Council, giving a speech where he refuted all UAE allegations.
He pointed out that the air navigation service provider in Bahrain is fully responsible for not taking the necessary measures to ensure the safety and security of civil aviation, maintain Qatar’s sovereignty and airspace and prevent repeated UAE provocations.

Following Al Subaey’s speech, Qatari technicians, who are well known for their competence and professionalism, gave a detailed presentation of UAE violations of Qatari airspace.
During the presentation, they confirmed Qatar’s commitment to the highest standards of air safety and security.

They also proved to the Council of ICAO that Bahrain has recently allowed the UAE military aircraft to violate the sovereignty of Qatar and not comply with the requirements of Qatar outlined in the Aeronautical Information Publication (AIP), which is a clear provocation and lack of professionalism in the provision of air navigation services.

The members of the Council of the Organization presented their comments and stressed the need to support and confirm the request of Qatar for coordination, cooperation, communication and the provision of flight information necessary to ensure the safety and security of civil aviation. Having the above-mentioned presentations heard, the Council opened the discussion to all members, who have provided interventions and queries. The Members of the ICAO Council stressed the importance of support the request of the State of Qatar on the need for coordination, cooperation, communication and providing aviation information necessary to ensure the security and safety of civil aviation. The Council then decided that all parties should abide by the highest standards of security and safety, stressing the need for full coordination between the Contracting States of the 1944 Chicago Convention and its annexes.

The Chairman of Qatar Civil Aviation Authority, affirmed that since the beginning of the siege imposed on it, the State of Qatar has fully complied with all agreements relating to civil aviation, including the Chicago Convention 1944. He pointed that Qatar not adopt the same logic while dealing with the siege countries, and did not close its airspace before their civil aircraft.

He further praised the role played by the International Civil Aviation Organization (ICAO) in maintaining the security, safety and efficiency of civil aviation in the Gulf region. He also thanked the Council of the Organization for assuming all its responsibilities for the safety and security of civil aviation. expressing hope that ICAO would continue to support the civil aviation industry in the region and to urge the siege countries to comply with the Chicago Convention of 1944 and its annexes, in addition to other international conventions in the field of civil aviation.

عقد مجلس منظمة الطيران المدني الدولي “إيكاو” اليوم، جلسة خاصة للنظر في الشكوى المقدمة من دولة الإمارات العربية المتحدة ضد دولة قطر، والتي ادعت فيها بأن مقاتلات قطرية اعترضت طائرات مدنية إماراتية، وقد طلبت الإمارات تفعيل المادة 54 /ن من اتفاقية شيكاغو.

وقد ترأس وفد دولة قطر في هذه الجلسة سعادة السيد عبدالله بن ناصر تركي السبيعي، رئيس الهيئة العامة للطيران المدني.

وبدأت الجلسة بعرض قدمه الوفد الإماراتي، ادعى من خلاله أن مقاتلات قطرية تعرضت في أكثر من مرة لطائرات مدنية إماراتية.

بعد ذلك ألقى سعادة السيد عبدالله السبيعي رئيس الهيئة العامة للطيران المدني، كلمته أمام مجلس المنظمة، التي فند خلالها كل الادعاءات الإماراتية.

وأوضح أن مقدم خدمات الملاحة الجوية في مملكة البحرين هو من يتحمل كامل المسؤولية لعدم قيامه باتخاذ الإجراءات اللازمة لضمان أمن وسلامة الطيران المدني، والحفاظ على سيادة دولة قطر وأجوائها، وعدم السماح بالاستفزازات الإماراتية المتكررة.

وقد تلى ذلك قيام الفنيين من أعضاء الوفد القطري من القطريين المشهود لهم بالكفاءة والمهنية، بتقديم عرض تفصيلي للانتهاكات الإماراتية للمجال الجوي القطري.

وأكدوا خلال العرض بالأدلة والبراهين التزام دولة قطر بأعلى معايير الأمن والسلامة الجوية، كما أثبتوا لمجلس المنظمة أن مملكة البحرين دأبت في الآونة الأخيرة على السماح للطائرات العسكرية الإماراتية بانتهاك سيادة أجواء دولة قطر وعدم الالتزام بمتطلبات دولة قطر المبينة في دليل معلومات الطيران المدني “AIP”، وهو ما يعد استفزازاً واضحاً وعدم احترافية وافتقاد المهنية في تقديم خدمات الملاحة الجوية.

وبعد أن استمع المجلس للعرضين المشار إليهما تم فتح باب النقاش لجميع الأعضاء، وقد تقدم مجمل أعضاء مجلس المنظمة بمداخلات واستفسارات، وأكدوا على ضرورة دعم وتأكيد ما جاء في طلب دولة قطر بضرورة التنسيق والتعاون والتواصل وتوفير معلومات الطيران اللازمة لضمان أمن وسلامة الطيران المدني.

وقرر المجلس بعد ذلك ضرورة التزام جميع الأطراف بأعلى معايير الامن والسلامة.. مؤكداً على ضرورة التنسيق الكامل بين الدول المتعاقدة في اتفاقية شيكاغو 1944 وملاحقها.

بدوره أكد رئيس الهيئة العامة للطيران المدني، أن دولة قطر ومنذ بداية الحصار الجائر المفروض عليها أبدت امتثالاً كاملاً لجميع الاتفاقيات المتعلقة بالطيران المدني ومن بينها اتفاقية شيكاغو 1944، كما انها لم تتعامل مع دول الحصار بنفس المنطق المغلوط، ولم تقم بإغلاق أجوائها أمام الطائرات المدنية التابعة لهم.

وثمن سعادته الدور الكبير الذي تقوم به منظمة الطيران المدني الدولي للحفاظ على أمن وسلامة وكفاءة الطيران المدني في منطقة الخليج، كما شكر مجلس المنظمة على تحمله كافة مسؤولياته لحفظ أمن وسلامة الطيران المدني، متمنياً أن تستمر المنظمة في دعم صناعة الطيران المدني في المنطقة والتأكيد على دول الحصار بضرورة الالتزام باتفاقية شيكاغو 1944، وملاحقها، اضافة لسائر الاتفاقيات الدولية في مجال الطيران المدني.
