٣٠٠ خبير يشاركون في مؤتمر الرابطة الدولية لأكاديميات وكليات الشرطة
DOHA: As many as 300 experts on security from 42 countries will take part in the 7th Conference of the International Association of Police Academies (INTERPA) today.
The three-day event is being organized under the theme “New Trends in Combating Terrorism and Extremism”. “The conference aims to exchange experiences and learn about the best international practices in combating terrorism and extremism and reducing its spread,” said Director General of the Police College, Brigadier Dr Mohamed Abdullah Al Mohanna Al Marri in a press conference.
Al Marri said that the importance of holding such an international conference was to address the pressing issue of concern of the region and the world. “Terrorism is a real danger that should be dealt scientifically and based on information and analysis in security, legislative and other fields.”
The event is held under the patronage of Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani, who is also Chairman of the Supreme Council of Police College. A distinguished group of researchers, academicians, police and security professionals, as well as members of the International Association of Police Academies, will participate in the conference.
Brigadier Al Marri expected that the conference will conclude with some important recommendations that “will provide effective security measures and deterrent plans to countries and security institutions to ensure intellectual and practical containment of terrorism”.
He added that it was also an opportunity to improve ties with INTERPA members, which would mean having access to a comprehensive database of the most effective counter-terrorism practices. “The conference represents a vital platform for the exchange of experience between police and security academies worldwide, which includes identifying the theoretical and practical capabilities and knowledge of the members and reaching the best-applied scenarios in combating this crime that knows no boundaries, beliefs or cultures,” Al Marri noted.
He said that Qatar is among the first few countries which issued laws against terrorism. “Qatar enacted the first anti-terrorism law in 2004, and then introduced amendment in it in 2017.”
“The State of Qatar has an inspiring experience in the field of security and stability, and securing major events, and it is the safest country in the Middle East and North Africa,” Al Marri said.
The agenda of the conference includes a number of issues to be discussed by the participants such as issues of political violence, combating terrorism and extremism, manage crowds-management during important events such as mega international sports events.
يشارك نحو 300 من الخبراء والأكاديميين والمتخصصين في المجال الشرطي والأمني من داخل قطر وخارجها في أعمال المؤتمر السابع للرابطة الدولية لأكاديميات وكليات الشرطة الذي ينظم تحت عنوان (الاتجاهات الحديثة في مكافحة الإرهاب والتطرف).
ويهدف المؤتمر الذي ينطلق غدا يستمر ثلاثة أيام إلى تبادل الخبرات والاطلاع على أفضل الممارسات العالمية في مجال مواجهة الإرهاب والتطرف والحد من انتشاره.
وأكد العميد الدكتور محمد عبدالله المحنا المري مدير عام كلية الشرطة في مؤتمر صحفي اليوم، أهمية عقد مثل هذا المؤتمر الدولي لتناول قضية ملحة تهم المنطقة والعالم كافة، وقال “إن الإرهاب يشكل خطراً حقيقياً ينبغي التعامل معه بشكل علمي، وبناء على معلومات وتحليلات يقدمها مختصون في المجالات الأمنية والقانونية وغيرها”.
وأضاف أن اختيار موضوع المؤتمر وهو “الاتجاهات الحديثة لمكافحة الإرهاب والتطرف” يأتي نظرا لخطورة هذه المشكلة على مستوى دول العالم وحاجة الدول كافة إلى تضافر الجهود والعمل المشترك في مواجهة هذه المشكلة.
ولفت إلى أن دولة قطر سباقة إلى مواجهة الظواهر التي تشكل تهديدا للسلم العالمي “وهي من أوائل الدول التي أصدرت قانونا لمواجهة الأعمال الإرهابية والتطرف”.
وأضاف أن المؤتمر يشكل مجالا خصبا لتبادل الأفكار والاستفادة من تجارب الخبراء في مجال مكافحة الإرهاب والتطرف ومعرفة المنهجيات المستقبلية بهذا الخصوص، “لا سيما وأن المؤتمر يشهد مشاركة 42 دولة إلى جانب العديد من المنظمات الدولية المتخصصة في المجال الأمني”.
كما اعتبر العميد الدكتور المري، المؤتمر، فرصة للتواصل وتوطيد العلاقات مع أعضاء الرابطة الدولية لأكاديميات وكليات الشرطة والتي تتيح الاطلاع على قاعدة بيانات شاملة لأفضل الممارسات في مجال مكافحة الإرهاب والتفاعل المباشر مع نخبة من القادة والخبراء في مجال العمل الأمني والشرطي.. وقال “نسعى لتبادل الخبرات بين الأكاديميات الشرطية والأمنية على مستوى العالم، والتي تشمل التعرف على القدرات والمعارف النظرية والعملية للأعضاء، والوصول لأفضل السيناريوهات التطبيقية في مجال مكافحة هذه الجريمة العابرة للحدود”.
ونوه مدير عام كلية الشرطة في هذا السياق بأن دولة قطر تملك تجربة ملهمة في مجال الأمن والاستقرار، وتأمين الأحداث والفعاليات الكبرى ” فهي الأكثر أمنا وأمانا على مستوى الشرق الأوسط وشمال إفريقيا وفقا للمؤشرات الصادرة عن مختلف المؤسسات والهيئات الدولية” .
ويتضمن جدول أعمال المؤتمر العدد من القضايا التي يبحثها المشاركون مثل قضايا العنف السياسي ومكافحة الإرهاب والتطرف، وكيفية إدارة الحشود خلال الفعاليات والمناسبات الهامة على غرار الفعاليات الرياضية الدولية، إلى جانب مناقشة برنامج إعادة تأهيل وإدماج الأشخاص (الانتكاسيين) في المجتمع وغيرها من الموضوعات المدرجة على جدول أعمال المؤتمر.
