Qatar joins Group of Friends of Nelson Mandela Rules

Vienna: The State of Qatar has joined the Group of Friends of the Nelson Mandela Rules to renew its commitment to support the efforts of the United Nations Office on Drugs and Crime (UNODC) in improving the conditions of prisoners, more than 11 million inmates around the world, and to provide safe, secure and humane working conditions to persons in charge of their detention.
The Ambassador of the State of Qatar to Austria, Sultan bin Salmeen Al Mansouri, affirmed the commitment of the State of Qatar, in cooperation with the UNODC, to the Doha Declaration Global Program adopted at the conclusion of the 13th United Nations Congress on Crime Prevention and Criminal Justice held in Qatar in April 2015.
The programme, which is funded by the State of Qatar, benefits more than 80 countries, mostly developing and least developed countries. It aims to reduce the scope of prison sentences, improve prison conditions, strengthen prison administration, and support the social reintegration of criminals following their release.
Al Mansouri noted that, in memory of Nelson Mandela, who had spent 27 years of his life in prison, the Doha Declaration Global Program focused specifically on prison rehabilitation and post-release services to ensure that prisoners are ready and able to lead a life of law following their release.
The Ambassador said that on the International Day of Nelson Mandela, the State of Qatar hopes that the momentum generated by the revised rules on prison reform will continue and that, with the continued support of the Group of Friends of the Nelson Mandela Rules, the parties will be able to work together to preserve human dignity in prisons, making a real difference for prisoners, prison staff and the whole community.
انضمت دولة قطر لمجموعة «أصدقاء قواعد نيلسون مانديلا»، من أجل تجديد التزامها بدعم جهود مكتب الأمم المتحدة المعني بالمخدرات والجريمة في مجال تحسين ظروف السجناء، الذين يزيد عددهم على 11 مليون سجين في مختلف أنحاء العالم، وإلى عمل المكلفين بحبسهم في ظروف آمنة ومأمونة وإنسانية.
وبهذه المناسبة، عبّر سعادة السفير سلطان بن سالمين المنصوري -سفير دولة قطر لدى النمسا- عن التزام دولة قطر -بالتعاون مع مكتب الأمم المتحدة للمخدرات والجريمة- بالبرنامج العالمي لتنفيذ إعلان الدوحة، الذي تمّ اعتماده في ختام اجتماعات مؤتمر الأمم المتحدة الثالث عشر لمنع الجريمة والعدالة الجنائية الذي عُقد في قطر في أبريل 2015، الذي تموله دولة قطر، وتستفيد من برامجه أكثر من 80 دولة، أغلبها من الدول النامية والأقل نمواً، والذي يهدف إلى الحد من نطاق عقوبة السجن، وتحسين ظروف السجون، وتعزيز إدارتها، ودعم إعادة إدماج المجرمين اجتماعياً عقب الإفراج عنهم.
ونوه سعادة السفير المنصوري بأنه استحضاراً لذكرى نيلسون مانديلا -الذي قضى بنفسه 27 عاماً من حياته في السجن- ركّز البرنامج العالمي لإعلان الدوحة بالتحديد على برامج إعادة التأهيل في السجون وخدمات ما بعد الإفراج، حرصاً قدر المستطاع على أن يكون السجناء مستعدين وقادرين على عيش حياة ملتزمة بالقانون عقب الإفراج عنهم.
وقال سعادته: «في هذا اليوم الدولي لنيلسون مانديلا، نحن في دولة قطر نأمل أن يستمر الزخم الكبير الذي أثارته القواعد المنقَّحة حيال إصلاح السجون، وأن نتمكن -بفضل الدعم المتواصل لمجموعة «أصدقاء قواعد نيلسون مانديلا» من العمل معاً للحفاظ على كرامة الإنسان في السجون، ما يحدث فرقاً حقيقيّاً بالنسبة للسجناء وموظفي السجون، والمجتمع بأسره».
