Qatar to Enroll 35,000 Out of School Children in Djibouti

Doha: The State of Qatar, represented by Qatar Fund For Development (QFFD), signed Tuesday a Memorandum of Understanding with the Government of Djibouti in support of the Education Above All World Bank project to enroll 35,000 out of school children in Djibouti.

The MoU was signed by Director-General of Qatar Fund for Development Khalifa bin Jassim Al Kuwari, and HE Minister of National Education and Vocational Training of Djibouti Moustapha Mohamed Mahamoud.

The MoU contributes to supporting the development process and sustainable development in Djibouti, pursuant of Goal 17 of the Sustainable Development Goals on “building partnerships to achieve goals”.

To achieve the 35,000 OOSC enrolment target, EAAs Educate A Child (EAC) programme, in partnership with the World Bank, will strengthen institutional capacity to develop sub-regional plans around primary education enrolment and retention, implement gender-sensitive interventions to encourage enrolment and their transition to secondary education, provide teacher training to improve remedial instruction, and support the enrolment of children through the provision of teaching and learning materials, in required languages.

Commenting on the occasion, QFFD Director-General Khalifa bin Jassim Al Kuwari said: “We are proud of this partnership with the Education Above All Foundation, the Republic of Djibouti represented by the Ministry of National Education and Vocational Training, and the World Bank to meet commitments and ensure that every child has the opportunity to learn and develop the skills they need. This is a vital investment in building human capital, and we are proud of this life-changing investment that is implemented to provide equitable access to good educational opportunities for out of school children in Djibouti.”

“The education sector has the largest share among the sectors that QFFD supports. This is in line with the priorities of the State of Qatar in providing foreign aid, and empowering children deprived of basic education at the primary level as they are the engine of human development. Quality education is considered essential and pivotal in our strategy to strengthen strong partnerships between governments, organisations and local communities,” he added.

For his part, HE Minister of National Education and Vocational Training of Djibouti Moustapha Mohamed Mahamoud said: “Ensuring inclusive learning for all children in Djibouti through the provision of quality and inclusive primary education is a priority for us. Therefore, the Education Above All Foundation is an essential partner to achieve this goal.”

Fahad Hamad Al Sulaiti, CEO of the Education Above All Foundation, said: “I would like to thank Qatar Fund For Development and the Government of Djibouti for their dedication to improving educational access and breaking down barriers to education for the most vulnerable.”

“Todays signing of the MOU is an important step on the path to SDG4 on education, and we are confident that our collaboration will further strengthen inclusion and support long-term enrolment. Through targeted initiatives, we can effectively uplift entire communities out of poverty and towards a more secure future,” Al Sulaiti added.

The programme builds on EAAs mission to support children’s access to safe, quality and equitable education, especially for vulnerable and marginalised groups, as well as closing education inequalities across regions, gender and income levels.

الدوحة: وقعت دولة قطر ممثلة بصندوق قطر للتنمية اليوم، مذكرة تفاهم مع حكومة جمهورية جيبوتي لدعم مشروع مؤسسة /التعليم فوق الجميع/ والبنك الدولي، الذي يهدف إلى تسجيل 35 ألف طفل غير ملتحقين بالمدارس في جيبوتي.

وقع على مذكرة التفاهم السيد خليفة بن جاسم الكواري مدير عام صندوق قطر للتنمية، وعن حكومة جيبوتي سعادة السيد مصطفى محمد محمود وزير التربية الوطنية والتكوين المهني.

وستسهم مذكرة التفاهم في دعم عملية التنمية المستدامة في جيبوتي، عملا بالهدف السابع عشر من أهداف التنمية المستدامة وهي “عقد الشراكات لتحقيق الأهداف”.

ولتحقيق هدف إعادة تسجيل 35 ألف طفل غير ملتحقين بالمدارس، سيعمل برنامج /علم طفلا/ التابع لمؤسسة /التعليم فوق الجميع/ بالشراكة مع البنك الدولي، على تعزيز القدرات المؤسسية لتطوير خططهم بشأن الإلحاق بالتعليم الابتدائي والاستمرار فيه، وتنفيذ تدخلات تراعي الفوارق بين الجنسين لتشجيع إلحاق الطلاب وانتقالهم إلى التعليم الثانوي، وتوفير تدريب المعلمين لتحسين التعليم، ودعم تسجيل الطلاب من خلال توفير مواد التدريس والتعلم باللغات المطلوبة.

وبهذه المناسبة قال السيد خليفة بن جاسم الكواري مدير عام صندوق قطر للتنمية: “نحن فخورون بهذه الشراكة مع مؤسسة /التعليم فوق الجميع/ وجمهورية جيبوتي ممثلة في وزارة التعليم الوطنية والتكوين المهني والبنك الدولي لتلبية التزامات وضمان أن تتاح لكل طفل الفرصة في التعليم وتطوير المهارات التي يحتاج إليها لتحقيق تطلعاته، وهذا استثمار حيوي في بناء رأس المال البشري ونفخر بهذا الاستثمار الذي سيغير الحياة والتي يتم تنفيذها لتوفير الوصول العادل من فرص تعليمية جيدة للأطفال غير الملتحقين بالمدارس في جيبوتي”.

وأكد الكواري أن قطاع التعليم يحظى بالنصيب الأكبر ضمن القطاعات التي يركز الصندوق على دعمها، وذلك تماشيا مع أولويات دولة قطر في تقديم المساعدات الخارجية، مبينا أن تمكين الأطفال المحرومين من التعليم الأساسي في المرحلة الابتدائية هو محرك التنمية البشرية، ويعتبر التعليم النوعي أساسيا ومحوريا من خلال انتهاج الصندوق لاستراتيجية تعنى بتعزيز الشراكات المتينة بين الحكومات والمنظمات والمجتمعات المحلية.

من جانبه، علق سعادة السيد مصطفى محمد محمود وزير التربية الوطنية والتكوين المهني في جمهورية جيبوتي، قائلا: “إن ضمان التعليم الشامل لجميع الأطفال في جيبوتي من خلال توفير التعليم الابتدائي الجيد والشامل للجميع يمثل أولوية بالنسبة لنا، ولذلك، فإن مؤسسة التعليم فوق الجميع هي شريك أساسي بالنسبة لنا لتحقيق هذا الهدف”.

بدوره، قال السيد فهد حمد السليطي المدير التنفيذي لمؤسسة /التعليم فوق الجميع/: “أود أن أشكر صندوق قطر للتنمية وحكومة جيبوتي على تفانيهما في تحسين الوصول إلى التعليم وكسر الحواجز أمام التعليم للفئات الأكثر ضعفا وتهميشا”.

وأضاف: “أن توقيع مذكرة التفاهم اليوم هو خطوة مهمة على طريق تحقيق الهدف الرابع من أهداف التنمية المستدامة بشأن التعليم، وأننا على ثقة بأن تعاوننا سيزيد من تعزيز إدماج الطلاب في التعليم وتحقيق الاستدامة طويلة المدى بمستقبل أكثر أمانا لهم”.

ويستند هذا البرنامج إلى مهمة مؤسسة /التعليم فوق الجميع/ لدعم وصول الأطفال إلى تعليم آمن وعالي الجودة ومنصف، خاصة للفئات الأكثر ضعفا وتهميشا، فضلا عن سد أوجه عدم المساواة في التعليم بين المناطق، ونوع الجنس ومستويات الدخل.
