MME signs pact with QPMC for recycling construction waste
اتفاقية تعاون بين وزارة البلدية وقطر للمواد الأولية في مجال إعادة تدوير المخلفات الإنشائية
The Ministry of Municipality and Environment (MME) has signed a cooperation agreement with Qatar Primary Materials Company (QPMC) to enhance cooperation in the field of construction waste recycling at Rawdat Rashed landfill which has about 40 million tonnes of construction wastes.
The agreement was signed by Assistant Undersecretary for Public Services Affairs at the Ministry of Municipality and Environment, Safar Mubarak Al Shafi, and CEO of QPMC, Essa Mohammed Ali Kaldari.
The Assistant Undersecretary for Public Services Affairs said that the Rawdat Rashed landfill has about 40 million tonnes of mixed construction waste with an area of about seven million square metres, which contributes to filling many of the
State’s construction needs, noting that the MME has plans and integrated programmes for the treatment of all forms of waste.
The agreement, therefore, is part of these plans until 2022 to reach the best levels and standards in the field of waste recycling in all its forms in order to achieve sustainability and preserve the environment, he added.
Al Shafi said that the agreement aimed at treating and recycling the construction waste located at Rawdat Rashed landfill, as well as rehabilitating and fully cleaning it, adding it is part of the Ministry’s plans towards achieving sustainability
and preserving the environment, and within the programmes of the public services affairs sector towards sorting and recycling all forms of various municipal waste, including construction waste.
He noted that this agreement would largely contribute to the achievement of Qatar National Vision 2030, and it is considered a qualitative shift in Qatar’s efforts in terms of treating construction waste and occupying in advanced ranks among countries in this field.
Al Shafi explained that one of the agreement’s objectives was to implement community partnership by allowing the private sector to participate in the implementation of various projects and programmes for recycling and handling waste, including treatment of construction waste and converting it into materials suitable for use in infrastructure and construction projects.
The move will help in cleaning the Rawda Rashed landfill and rehabilitating it so that the ministry can utilize it in other purposes in the coming period, adding that the project aims to reduce the use of natural resources, including raw debris, and to preserve the safety and health of the environment surrounding the Rawdat Rashed area.
He said that the State of Qatar represented by the MME pays great attention to the field of municipal waste recycling, as it had established a unique centre for solid waste treatment to convert waste into electrical energy.
The Assistant Undersecretary for Public Services Affairs praised the cooperation between the Ministry and the QPMC, and its significant positive impact on the safety and sustainability of the environment, and in strengthening and supplying the local market with local raw materials along preserving the country’s natural resources.
The CEO of QPMC stressed that the agreement was the result of continuous coordination between the MME and the QPMC, which is in line with the Qatar Vision 2030 in terms of preserving the environment and providing the necessary raw materials for the construction and industrial sector through the recycling of construction waste at Rawdat Rashed landfill.
He added that the construction waste recycling project is a qualitative shift in the field of recycling, as it provides raw materials for companies and other entities and contributes significantly to a marked development in the field of industries and construction and to the provision of construction raw materials to all construction and industrial sectors in the country.

وقعت وزارة البلدية والبيئة اتفاقية تعاون مع شركة قطر للمواد الأولية، تهدف إلى تعزيز التعاون في مجال إعادة تدوير المخلفات الإنشائية بمكب روضة راشد.
وقع الاتفاقية كل من السيد سفر مبارك آل شافي وكيل الوزارة المساعد لشؤون الخدمات العامة بوزارة البلدية والبيئة، والسيد عيسى محمد كلداري الرئيس التنفيذي لشركة قطر للمواد الأولية.
وأكد السيد سفر مبارك آل شافي أن الاتفاقية تتعلق بالعمل على معالجة وإعادة تدوير المخلفات الانشائية المتواجدة بمكب روضة راشد وتأهيله وتنظيفه بالكامل، وتعد ضمن خطط الوزارة نحو تحقيق الاستدامة
والمحافظة على البيئة، وضمن برامج قطاع شؤون الخدمات العامة نحو فرز وإعادة تدوير مختلف المخلفات البلدية بجميع أشكالها بما فيها المخلفات الانشائية.
ونوه بهذه المناسبة أنه سيكون لهذه الاتفاقية دور كبير وايجابي نحو المساهمة في تحقيق رؤية قطر الوطنية 2030 ، وتعتبر نقلة نوعية في تميز قطر من حيث معالجة المخلفات الانشائية ووضعها في مصاف الدول المتقدمة في هذا المجال.
وأوضح آل شافي أن من أهداف الاتفاقية كذلك تنفيذ الشراكة المجتمعية من خلال مشاركة القطاع الخاص في تنفيذ مختلف مشاريع وبرامج تدوير ومعالجة المخلفات ومنها معالجة المخلفات الانشائية وتحويلها الى مواد صالحة للاستفادة منها في مشاريع البنية التحتية والانشاءات، بالإضافة لتنظيف مكب روضة راشد وإعادة تأهيله وتسوية الأرض للاستفادة منها في أغراض أخرى من قبل الوزارة في الفترة المقبلة، علما أن المشروع يهدف الى تقليل استخدام الموارد الطبيعية ومنها الركام الخام، والمحافظة على سلامة وصحة البيئة المحيطة بمنطقة روضة راشد.
ولفت أن مكب روضة راشد يتواجد به حوالي 40 مليون طن من المخلفات الانشائية المخلوطة بمساحة تتسع لحوالي 7 ملايين متر مربع، ما يساهم في سد كثير من احتياجات الدولة من المواد الانشائية، مشيرا
إلى أن لدى وزارة البلدية والبيئة خططا وبرامج متكاملة نحو معالجة المخلفات بجميع أشكالها، ولذلك تعد الاتفاقية جزءا من هذه الخطط حتى 2022 ، وذلك بهدف الوصول إلى أفضل المستويات والمعايير في مجال إعادة تدوير المخلفات بأشكالها من أجل تحقيق الاستدامة والحفاظ على البيئة.
وقال إن دولة قطر ممثلة بوزارة البلدية والبيئة تولي اهتماماً كبيراً بمجال إعادة تدوير المخلفات البلدية، حيث تم سابقاً إنشاء مركز معالجة المخلفات المنزلية الصلبة، الفريد من نوعه بالمنطقة ، ويعمل على تحويل المخلفات إلى طاقة كهربائية.
وأشاد بالتعاون بين الوزارة وشركة قطر للمواد الأولية، وما له من أثر إيجابي كبير على سلامة البيئة واستدامتها، وفي تعزيز وإمداد السوق المحلي بالمواد الأولية المحلية، والحفاظ على الموارد الطبيعية بالدولة.
في ذات السياق، أكد الرئيس التنفيذي لشركة قطر للمواد الأولية، أن الاتفاقية تأتي ثمرة التنسيق المستمر بين وزارة البلدية والبيئة وشركة قطر للمواد الأولية والذي يتوافق مع رؤية قطر 2030 من حيث المحافظة على البيئة وتوفير المواد الأولية اللازمة للقطاع الانشائي والصناعي من خلال إعادة تدوير المخلفات الانشائية بمكب روضة راشد.
وأضاف أن مشروع إعادة تدوير المخلفات الانشائية يعد نقلة نوعية بمجال إعادة التدوير، كونه يوفر المواد الأولية للشركات والجهات الأخرى، ويساهم بشكل كبير في تطور ملحوظ بمجال الصناعات والانشاءات، وتوفير المواد الخام الانشائية لجميع القطاعات الانشائية والصناعية بالدولة.
جدير بالذكر أن وزارة البلدية والبيئة تبنت خطة متكاملة لإدارة النفايات وإعادة تدويرها وذلك للحفاظ على البيئة والموارد الطبيعية، والتي ترتكز على مشاركة قطاع الشركات الوطنية ومساهمتها في تحقيق التنمية الاقتصادية، إضافة إلى التنمية البيئية المستدامة كأحد المحاور الأربعة لرؤية قطر الوطنية.
ويتواجد بمكب روضة راشد مخلفات إنشائية بأنواعها المختلفة، فيما تهدف عملية إعادة التدوير إلى إنتاج المواد الأولية القابلة للاستخدام في المشاريع بعد فحصها ومطابقتها للمواصفات القطرية 2018 ، وكذا تنظيف المساحات التي تم معالجة النفايات المتواجدة بها أولا بأول سنويا، لتكون جاهزة للتطوير مستقبلا.
وتنتج عمليات التدوير المذكورة أكثر من عشرة أصناف من المواد الأولية الصالحة للاستخدام في المشاريع الإنشائية والبنية التحتية بالدولة بما فيها مواد الدفان والحصى والمواد المستخدمة في طبقات تأسيس الاسفلت باستخدام معدات متنوعة لفرز وتكسير وخلط المواد المختلفة، مع إمكانية إنتاج الرمل المغسول في المنشأة التي سيتم إنشاؤها في المستقبل.
