Qatar-Oman MoU to boost cooperation

DOHA: Qatar and Oman has signed a memorandum of understanding (MoU) on enhancing and developing cooperation in the fields of science, higher education and technology.

Under-Secretary of the Ministry of Education and Higher Education, Dr. Ibrahim bin Saleh Al Nuaimi signed the MoU along with Ambassador of the Sultanate of Oman to Doha, Najeeb bin Yahya Al Balushi, QNA reported.

The signing of the MoU stems from the excellent relations between two countries, and their keenness to promote and develop cooperation in the fields of science and higher education on the basis of the principle of mutual interest and to achieve the goals and objectives of common concern.

According to the MoU, the two parties encourage cooperation in the fields of exchange of experiences in the transfer of science, knowledge and modern technology as well as conducting joint scientific research and exchanging visits between higher education officials, members of academic entities, lecturers, researchers and students at higher education institutions.

The cooperation includes training of researchers and joint organization of exhibitions, seminars and scientific forums, in addition to ensuring equal and effective protection of intellectual property rights in accordance with the legislation of both parties and international treaties that they are parties to.

Under the MoU, the two parties shall prioritize cooperation in the field of quality improvement in higher education, advanced educational programs and the use of modern technology in higher education.

In accordance with their respective procedures, the two parties shall encourage the enrollment of students of the other party into their own recommended higher education institutions in accordance with the capacity of these institutions and meeting the admission requirements for the courses offered.

The two parties shall also encourage the exchange of information on all diplomas and degrees issued by institutions of higher education in both countries in order to accredit these diplomas and degrees based on the rules of mutual academic accreditation and in accordance with the laws and regulations in both countries.

Speaking at the signing ceremony, Dr. Al Nuaimi expressed his delight at signing the MoU, praising in this regard the lasting relations with Oman in all fields. He added that the signing of the MoU reaffirms that the relations between the two countries will see a greater development in the coming phase, and that the agreement will be a good start for both parties, stressing the importance of cooperation in the fields of scientific research and other relevant fields.

Dr. Al Nuaimi noted that the Ministry of Education and Higher Education is committed to put its scientific and research capabilities and expertise in the different fields at the disposal of Omani entities to benefit from them.

He also said that the ministry is also pleased to benefit from their expertise in the areas covered by the MoU. For his part, Al Balushi said that the MoU includes many articles that are in the interest of both countries, especially enhancing cooperation in science, higher education and technology, and forging a new relationship in the field of education.

The ambassador noted that the MoU would be a good start to open other areas of cooperation for the benefit of the two countries, stressing the importance of activating the provisions of the memorandum and turning them into reality.

وقّعت وزارة التعليم والتعليم العالي في دولة قطر ووزارة التعليم العالي في سطنة عُمان الخميس الماضي، مذكرة تفاهم بشأن تعزيز وتطوير التعاون في مجالات العلوم والتعليم العالي والتكنولوجيا. وقّع على مذكرة التفاهم سعادة الدكتور إبراهيم بن صالح النعيمي وكيل وزارة التعليم والتعليم العالي، وسعادة السيد نجيب بن يحيى البلوشي سفير سلطنة عُمان لدى الدولة.

جاء التوقيع على مذكرة التفاهم انطلاقاً من العلاقات المتميزة بين دولة قطر وسلطنة عُمان، ورغبة منهما في تعزيز وتطوير التعاون في مجالات العلوم والتعليم العالي على أساس مبدأ المصالح المتبادلة، وتحقيقاً للأهداف والغايات ذات الاهتمام المشترك.

وبمقتضى مذكرة التفاهم يشجع الطرفان التعاون في مجالات: تبادل الخبرات في مجال نقل العلم والمعرفة والتكنولوجيا الحديثة، وإجراء البحوث العلمية المشتركة، وتبادل الزيارات بين مسؤولي التعليم العالي وأعضاء الهيئات الأكاديمية والأساتذة المحاضرين والباحثين والطلاب في مؤسسات التعليم العالي، بما في ذلك تبادل المعلومات حول سياسات التعليم العالي وتدريب الباحثين والتنظيم المشترك للمعارض والندوات والملتقيات العلمية، إضافة لضمان حماية متساوية وفعالة لحقوق الملكية الفكرية وفقاً لتشريعات الطرفين والمعاهدات الدولية التي تكون دولة قطر أو سلطنة عُمان طرفاً فيها.

وأعرب سعادة الدكتور إبراهيم بن صالح النعيمي في كلمته خلال حفل توقيع مذكرة التفاهم عن سعادته بتوقيع المذكرة، مشيداً في هذا السياق بالعلاقات الأزلية مع سلطنة عُمان في المجالات كافةً. وقال الدكتور النعيمي إن توقيع مذكرة التفاهم اليوم يؤكد أن العلاقات بين البلدين ستشهد تطوراً أكبر في المرحلة المقبلة، وأن هذه المذكرة ستكون بداية خير على الطرفين، مشدداً على أهمية التعاون في مجالات البحوث العلمية والمجالات الأخرى ذات الصلة.

وأضاف: «نحن ملتزمون في وزارة التعليم والتعليم العالي بوضع كل إمكاناتنا العلمية والبحثية وخبراتنا المكتسبة في مختلف المجالات أمام الأشقاء في سلطنة عُمان للاستفادة منها، كما يسعدنا الاستفادة من خبراتهم في المجالات التي تضمّنتها مذكرة التفاهم، مؤكداً أن الفترة المقبلة ستشهد تفعيل مذكرة التفاهم بما يحقق الأهداف التي صيغت من أجلها.

ومن جهته، قال سعادة السيد نجيب بن يحيى البلوشي سفير سلطنة عُمان لدى الدولة، في كلمته في حفل توقيع المذكرة: «إن مذكرة التفاهم تتضمن العديد من البنود التي تصب في مصلحة البلدين، لا سيما تعزيز مجالات التعاون المتعلقة بالعلوم والتعليم العالي والتكنولوجيا، وتؤطر لعلاقة جديدة في مجال التربية والتعليم».

وأكد سعادة السفير العُماني أن مذكرة التفاهم ستكون باكورة خير تفتح مجالات أخرى من التعاون لمصلحة البلدين، مشدداً على أهمية تفعيل بنود المذكرة وتحويلها إلى واقع ملموس.;
