The most prominent decisions of the weekly cabinet meeting

Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held on Wednesday at its seat at the Amiri Diwan.

Following the meeting, HE Minister of State for Cabinet Affairs issued the following statement: At the beginning of the meeting, the Cabinet welcomed the results of HH the Amir Sheikh Tamim bin Hamad Al-Thani’s tour during the period of Feb. 12-15, which included a work visit to the Republic of Turkiye, an official visit to the Italian Republic, and a work visit to the French Republic.

The Cabinet affirmed that His Highness’s fruitful talks with HE President of the Republic of Turkiye Recep Tayyip Erdogan, HE President of the Italian Republic Sergio Mattarella, and HE President of the French Republic Emmanuel Macron reflected the depth and strength of the State of Qatar’s relations with the three countries, bolstered its existing strategic partnerships with them, and opened new horizons for developing relations and expanding cooperation in various fields, in addition to the exchange of views on various regional and international issues that took place during the talks, and the coordination of efforts to confront the repercussions of the devastating earthquakes in Turkiye and Syria.

After that, the Cabinet considered the topics on its agenda as follows: First – the Cabinet was informed of the Shura Council’s approval of the following draft laws: 1- A draft law on combating the concealment of non-Qatari practice of commercial, economic and professional activities in violation of the law.
2- A draft law amending some provisions of Law No. (24) of 2006 issuing the Law (Regulation) of Fertilizers and Agricultural Soil Improvers in the GCC states.
3- A draft law on procedures for division of estates.

Second – Approval in principle of a draft cabinet decision to amend some provisions of the executive regulations of the income tax law issued by Cabinet Decision No. (39) of 2019.

Third – Taking the necessary measures to ratify: 1- An agreement between the government of the State of Qatar and the government of the Republic of Kazakhstan on mutual encouragement and protection of investments.
2- A cooperation agreement in the field of higher education, postgraduate studies and science between the Ministry of Education and Higher Education in the State of Qatar and the Ministry of Science and Higher Education in the Republic of Kazakhstan.

3- A memorandum of understanding (MoU) between the government of the State of Qatar and the government of the Republic of Kazakhstan on issues of joint cooperation in the field of health care.

4- A protocol on making amendments to an agreement on canceling visa requirements for holders of diplomatic and special passports between the government of the State of Qatar and the government of the Republic of Kazakhstan.

Fourth – Approval of participation in the Hannover Messe International Industrial Fair 2023 in the Federal Republic of Germany, during the period from April 17-21, 2023.

Fifth – The Cabinet reviewed the following issues and took the appropriate decisions regarding them: 1- A draft Amiri decision to amend some provisions of Decision No. (59) of 2018 establishing the Civil Defense Council.
2- The first annual report of the Civil Defense Council.
3- The study prepared by the Qatar Stock Exchange on increasing the percentage of non-Qatari investors’ ownership in the capital of some companies, and its impact on the stock exchange.

4- A proposal by the Civil Service and Governmental Development Bureau regarding general guidelines for evaluating employee performance (performance management system).

Sixth – The Cabinet listened to the presentation made by HE President of the Civil Service and Government Development Bureau on the monthly report on the employment of Qataris through national employment platform (Kawader), and its recommendations, and took the appropriate decision regarding it.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.

وعقب الاجتماع، أدلى سعادة وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع، رحب مجلس الوزراء بنتائج جولة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، “حفظه الله”، خلال الفترة من 12 إلى 15 فبراير الحالي، والتي شملت زيارة عمل إلى الجمهورية التركية، وزيارة رسمية إلى الجمهورية الإيطالية، وزيارة عمل إلى الجمهورية الفرنسية.

وأكد المجلس أن المباحثات المثمرة التي أجراها سموه مع أخيه فخامة الرئيس رجب طيب أردوغان رئيس الجمهورية التركية الشقيقة، وفخامة الرئيس سيرجيو ماتاريلا رئيس الجمهورية الإيطالية الصديقة، وفخامة الرئيس إيمانويل ماكرون رئيس الجمهورية الفرنسية الصديقة، قد عكست عمق ومتانة علاقات دولة قطر مع الدول الثلاث، وعززت شراكاتها الاستراتيجية القائمة معها، وفتحت آفاقا جديدة لتطوير العلاقات وتوسيع التعاون في شتى المجالات، وذلك إلى جانب ما جرى خلال المباحثات من تبادل لوجهات النظر حول مختلف القضايا الإقليمية والدولية، وتنسيق الجهود لمواجهة تداعيات كارثة الزلزال المدمر الذي تعرضت له تركيا وسوريا.

وبعد ذلك، نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولا- أحيط مجلس الوزراء علما بإقرار مجلس الشورى لمشروعات القوانين التالية: 1- مشروع قانون بشأن مكافحة التستر على ممارسة غير القطريين للأنشطة التجارية والاقتصادية والمهنية بالمخالفة للقانون.

2- مشروع قانون بتعديل بعض أحكام القانون رقم (24) لسنة 2006 بإصدار قانون (نظام) الأسمدة ومحسنات التربة الزراعية بدول مجلس التعاون لدول الخليج العربية.

3- مشروع قانون بشأن إجراءات تقسيم التركات.

ثانيا- الموافقة – من حيث المبدأ- على مشروع قرار مجلس الوزراء بتعديل بعض أحكام اللائحة التنفيذية لقانون الضريبة على الدخل الصادرة بقرار مجلس الوزراء رقم (39) لسنة 2019.

ثالثا- اتخاذ الإجراءات اللازمة للتصديق على: 1- اتفاقية بين حكومة دولة قطر وحكومة جمهورية كازاخستان بشأن التشجيع والحماية المتبادلة للاستثمارات.

2- اتفاقية تعاون في مجال التعليم العالي والدراسات العليا والعلوم بين وزارة التربية والتعليم والتعليم العالي في دولة قطر ووزارة العلوم والتعليم العالي في جمهورية كازاخستان.

3- مذكرة تفاهم بين حكومة دولة قطر وحكومة جمهورية كازاخستان في مسائل التعاون المشترك في مجال الرعاية الصحية.

4- بروتوكول بشأن إجراء تعديلات على اتفاقية حول إلغاء متطلبات التأشيرة لحاملي جوازات السفر الدبلوماسية والخاصة بين حكومة دولة قطر وحكومة جمهورية كازاخستان.

رابعا- الموافقة على المشاركة في معرض “هانوفر الصناعي الدولي” بجمهورية ألمانيا الاتحادية، خلال الفترة من 17 إلى 21 / 4 / 2023.

خامسا- استعرض مجلس الوزراء الموضوعات التالية، واتخذ بشأنها القرارات المناسبة: 1- مشروع قرار أميري بتعديل بعض أحكام القرار رقم (59) لسنة 2018 بتشكيل مجلس الدفاع المدني.

2- التقرير السنوي الأول لمجلس الدفاع المدني.

3- الدراسة التي أعدتها بورصة قطر عن زيادة نسبة تملك المستثمرين غير القطريين في رأس مال بعض الشركات، وانعكاس ذلك على البورصة.

4 – مقترح ديوان الخدمة والتطوير الحكومي بشأن الموجهات العامة لتقييم أداء الموظفين (نظام إدارة الأداء).

سادسا- استمع مجلس الوزراء إلى العرض الذي قدمه سعادة رئيس ديوان الخدمة المدنية والتطوير الحكومي حول التقرير الشهري عن توظيف القطريين من خلال منصة /كوادر/، وما تضمنه من توصيات، واتخذ المجلس القرار المناسب في هذا الشأن.
