على خلفية انتشار جائحة كورونا المستجد اشتعلت حروب بين الدول -خاصة الكبرى منها- للحصول على كمامات ومعدات الحماية الطبية، وهي ما وصفها مسؤول ألماني بـ”القرصنة المعاصرة”.وزاد الفيروس الحاجة إلى معدات الحماية، مثل الكمامات والقفازات في جميع أنحاء العالم، حتى بدأت دول بالاستيلاء على شحنات من تلك المواد كانت متجهة إلى دول أخرى، في مشهد غير مسبوق.المثال الأول على هذه الحروب العابرة للقارات حدث بين التشيك وإيطاليا أوائل مارس الماضي، حيث صادرت التشيك 110 آلاف كمامة كانت قد اشترتها إيطاليا، وتم حل المشكلة عبر القنوات الدبلوماسية.وواجهت روما مشكلة مماثلة مع باريس، حيث احتجزت السلطات الفرنسية كمامات اشترتها شركة الرعاية الصحية السويدية “مولنليكه” في الثالث من الشهر الماضي لصالح كل من إيطاليا وإسبانيا.وبعد تدخل الحكومة السويدية وافقت فرنسا على تسليم جزء من كمية الكمامات المحتجزة إلى كل من إيطاليا وإسبانيا الأكثر تضررا من الفيروس.وبعد نحو أسبوعين من الجهود الدبلوماسية أرسلت باريس نصف كمية الكمامات المحتجزة فقط إلى إيطاليا وإسبانيا، فيما أعلنت الشركة السويدية أن طلباتها لشراء الكمامات لصالح إيطاليا وإسبانيا ستمر مستقبلا عبر بلجيكا، لتفادي تكرار ما حدث.وقال الرئيس الفرنسي إيمانويل ماكرون نهاية الشهر الماضي إن قضية الكمامات تعبر عن قضية سيادة وطنية حساسة، وإن فرنسا بدأت بزيادة إنتاجها من الكمامات ومعدات الحماية اللازمة من الفيروس.
كما صادرت ألمانيا 240 ألف كمامة كانت معدة للتصدير إلى سويسرا في الثامن من الشهر الماضي، وأطلقت سويسرا مبادرة دبلوماسية لحل المشكلة.وأعلن رينو موسيليه رئيس منطقة باكا الواقعة جنوبي فرنسا في 2 أبريل الجاري أن الصين أرسلت كمامات ومنتجات حماية أخرى -كانت فرنسا قد طلبتها- إلى الولايات المتحدة الأميركية. وأضاف أن الأميركيين اشتروا الكمامات التي طلبها الفرنسيون، ودفعوا ثمنها للصين نقدا، فغيرت طائرة الشحن مسارها من فرنسا إلى الولايات المتحدة.كما وجهت ألمانيا اتهاما إلى الولايات المتحدة بمصادرة 200 ألف كمامة اشترتها برلين لمكافحة الوباء.وقال السيناتور الألماني أندرياس جيزيل في 3 أبريل الجاري إن الولايات المتحدة استولت في بانكوك عاصمة تايلند على أقنعة من نوع “إف إف بي2” اشترتها إدارة مقاطعة برلين، معتبرا أن “تصرفات الولايات المتحدة هي نموذج للقرصنة المعاصرة”.وطلب جيزيل من الحكومة الألمانية الفدرالية إخطار الولايات المتحدة بضرورة الالتزام بالقواعد الدولية.وتابع “لا يمكن لواشنطن معاملة الشركاء عبر الأطلسي بهذا الشكل، لا يجب تطبيق أساليب الغرب المتوحش حتى في أوقات الأزمات العالمية”.
وحتى داخل الولايات المتحدة الأميركية اندلعت حرب كمامات بين الولايات والحكومة الفدرالية. وصادرت وكالة حكومية اتحادية في ميناء نيويورك 3 ملايين كمامة اشترتها ولاية ماساتشوستس (شمال شرق)، وفق صحف أميركية لم تفصح عن اسم الوكالة.وذكرت صحيفة واشنطن بوست نهاية الشهر الماضي أن بعض الولايات الخاضعة لسيطرة الحزب الجمهوري (حزب الرئيس دونالد ترامب) حصلت على دعم أكثر مما طلبت.وهدد ترامب شركة صناعة الكمامات الواقية “إم3” حتى توقف صادراتها من الكمامات إلى الدول الأخرى، وقال في 3 أبريل الجاري إن استمرار الصادرات من الكمامات ستكون له “عواقب وخيمة” على الشركة وسيكلفها الكثير.
