Dutch delegation visits QRCS

A delegation from the Netherlands has visited Qatar Red Crescent Society (QRCS), as part of a diplomatic tour of the Middle East.

It comprised Eline Kasanwidjojo from Security Policy Department, Paul Sassen, Regional Security Coordinator, and Amin Zaghdoud, Political Affairs Officer at the Dutch Embassy in Qatar.

They were received by Ibrahim Abdullah Al Maliki, Chief Executive Director; Dr Mohamed Salah Ibrahim, Executive Director of Relief and International Development; and Mona Fadhel Al Sulaiti, Head of Social Development.

The visitors communicated greetings from the Dutch Ambassador to Doha, who commended QRCS’s humanitarian operations and achievements.

During the meeting, Al Maliki said that QRCS worked in accordance with a set of rules and laws regulating charity and humanitarian action, under the supervision of Qatar’s Regulatory Authority for Charitable Activities (RACA).

“Being a member of the International Red Cross and Red Crescent Movement is another strength and legal capacity that gets us well in place to reach out to disaster zones,” said Al Maliki.

He highlighted some challenges to humanitarian action, particularly the bureaucratic procedures that delay humanitarian response.

To overcome these challenges, Al Maliki explained, QRCS adopted modern technology and techniques, to ensure a smooth and balanced workflow.

“Other ways to facilitate the work include operating under the umbrella of the Movement and the United Nations, associating with fellow National Societies and local partners, and establishing foreign representation offices,” Al Maliki added.

The meeting also reviewed the latest humanitarian developments in Qatar and regionally.

They focused on the countries where QRCS works, mainly Syria, Yemen, Iraq, and Palestine.

As a key player on the international humanitarian arena, Kasanwidjojo remarked, the Netherlands was interested to have stronger relations with QRCS, in order to ensure timely delivery of aid, while complying with the global banking and regulatory requirements.

قام وفد رسمي من وزارة الخارجية الهولندية بزيارة مقر الهلال الأحمر القطري، خلال وجوده في دولة قطر لبضعة أيام ضمن جولة دبلوماسية للتعرف على القضايا والأنشطة الإنسانية في المنطقة، حيث كان في استقبالهم السيد إبراهيم عبد الله المالكي المدير التنفيذي، والدكتور محمد صلاح إبراهيم المدير التنفيذي لقطاع الإغاثة والتنمية الدولية، والسيدة منى فاضل السليطي رئيسة التنمية المحلية.

ضم الوفد كلاً من السيدة إيلين كاسانويدوجو مبعوثة وزارة الخارجية الهولندية، ورافقها السيدان بول ساسن وأمين زغدود من السفارة الملكية الهولندية بالدوحة. وفي بداية الاجتماع رحب المالكي بالضيوف، الذين نقلوا إليه تحية سعادة السفير الهولندي لدى الدوحة، وإثنائه على أعمال الهلال الأحمر القطري الإنسانية، وما حققه من إنجازات متميزة.

وقد تناول الاجتماع العديد من الموضوعات المتعلقة بالعمل الإنساني في المنطقة، حيث أوضح المالكي أن الهلال الأحمر القطري يعمل في ضوء مجموعة من الضوابط والقوانين المنظمة للعمل الخيري والإنساني تحت إشراف هيئة تنظيم الأعمال الخيرية، كما أن عضويته في الحركة الإنسانية الدولية تمثل نقطة قوة وصفة قانونية تمكنه من الوصول إلى مناطق الكوارث وإغاثة المتضررين منها.

ونوّه المالكي بوجود بعض التحديات التي تواجه العمل الإنساني، مثل العقبات والإجراءات الإدارية التي تتسبب في تأخير وصول المساعدات إلى المحتاجين إليها، والتي يتغلب عليها الهلال الأحمر القطري باتباع النظم الحديثة لضمان انسيابية العمل والتوازن ما بين سرعة الأداء والكفاءة في التنفيذ، هذا بالإضافة إلى العمل تحت مظلة الحركة الإنسانية الدولية والأمم المتحدة، والشراكة مع الجمعيات الوطنية والشركاء المحليين، وتأسيس مكاتب خارجية لتمثيل الهلال الأحمر القطري في البلدان التي يعمل بها.

كذلك استعرض الاجتماع آخر التطورات على ساحة العمل الإنساني في دولة قطر ومنطقة الشرق الأوسط، مع التركيز على أهم البلدان التي تستحوذ على النسبة الأكبر من مساعدات الهلال الأحمر القطري مثل سوريا واليمن والعراق وفلسطين، والتوسع الهائل الذي شهده حجم هذه المساعدات لتصل إلى 13 مليون إنسان خلال عام 2018.
