Cabinet Commends the Amiri Decision to Increase the Pensions of Retired Individuals

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement: At the outset of the meeting, the cabinet praised the Amiri decision no. 18 of 2022 issued by HH the Amir Sheikh Tamim bin Hamad Al-Thani increasing the pensions of retired individuals. The decision coincided with His Highness issuing law no. 1 of 2022 on Social Insurance and law no. 2 of 2022 on military retirement.

The cabinet said that the Amiri decision increasing pensions reflects HH the Amir’s appreciation of the efforts of retirees, and reflects HH the Amir’s commitment to ensuring they live with dignity.

The cabinet also affirmed that the laws on Social Insurance and military retirement represent a qualitative leap in the field of social security and retirement that reflects the renaissance the state has been witnessing in all fields.

The cabinet renewed the State of Qatar’s condemnation of the Israeli occupation’s violation of the sanctity of Al Aqsa Mosque, and the settlers entering of the mosque under military protection, in addition to the assault on Palestinian worshippers and preventing Palestinians from carrying out their religious rituals during the holy month of Ramadan. The cabinet said that the actions represented a dangerous escalation of Israeli aggression against Palestinians in Al Quds and all occupied Palestinian land. It added that it was also an intentional provocation of the feelings of millions of Muslims, and a clear undermining of international laws, conventions, and resolutions. The cabinet also said that the Israeli occupation’s actions shows that they make light of Arab and Muslim reactions to these illegitimate practices.

The cabinet stressed that the Israeli occupation’s actions at Al Aqsa Mosque and Al Quds along with other occupied Palestinian land in terms of murder, oppression, terrorization, Judaization, and expansion of settlement activity requires urgent Arab and Muslim action, as well as an international intervention to force Israel to end its aggression against the Palestinian people and adhere to UN resolutions pertaining to the matter, in addition to acknowledging a two-state solution that ensures a fair, permanent, and comprehensive peace.

The cabinet reiterated the State of Qatar’s support of the Palestinian people in these difficult times, and affirmed the State’s position of supporting the Palestinian cause and the Palestinian people’s rights, led by establishing an independent state with East Al Quds as its capital. 

Afterwards, the Cabinet listened to the explanation given by HE Minister of Public Health Dr. Hanan Mohamed Al Kuwari on the latest developments to limit the spread of the Coronavirus (COVID-19). The Cabinet affirmed the continuation of the precautionary measures that have been taken to combat the pandemic. 

After that, the Cabinet considered the topics on the agenda as follows:

First – Approval of the Cabinet’s draft decision to amend some provisions of the executive regulations of the Civil Human Resources Law. 

The amendment provides for an increase in the value of the marriage advance to a maximum of QR 300,000 for all Qatari employees instead of QR 100,000 (current marriage advance), in order to encourage Qatari youth to marry and help them in this regard. 

Second – Approval of a draft decision of the Minister of Interior on specifying the entry and exit ports to the country. 

Third – Approval of a draft decision of the Minister of Education and Higher Education on amending some provisions of Resolutions No. 20 of 2021 and No. 2 of 2022, regarding the annual calendar of schools for the academic years 2021/2022 and 2022/2023. 

Fourth – Approval of appointing a judge at Qatar International Court (QICDRC) for a period of five years and determining their remuneration. 

Fifth – Approval of Qatar Fund for Development (QFFD) joining the Multilateral Organization Performance Assessment Network (MOPAN). 

Sixth – Approval of a voluntary contribution to the Environment Fund to finance the United Nations Environment Program (UNEP). 

Seventh – Approval of a draft agreement on mutual administrative assistance for the optimal implementation of customs law and the suppression, investigation and control of customs crimes between the government of the State of Qatar and the government of the Republic of Azerbaijan. 

Eighth – The Cabinet reviewed the following topics and took the appropriate decision in their regard: 

1- The first periodic report on the results of the National Counter-Terrorism Committee’s work. 
2- The outcomes of the 66th session of the Commission on the Status of Women (CSW) of the United Nations Economic and Social Council (New York – March 2022).

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد محمد بن عبدالله السليطي، وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع، أشاد مجلس الوزراء بالقرار الأميري رقم (18) لسنة 2022 بزيادة معاشات المتقاعدين، والذي أصدره أمس حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، وتزامن مع إصدار سموه القانون رقم (1) لسنة 2022 بإصدار قانون التأمينات الاجتماعية والقانون رقم (2) لسنة 2022، بشأن التقاعد العسكري.

وأكد المجلس أن القرار الأميري بزيادة معاشات المتقاعدين يجسد تقدير سمو الأمير المفدى لجهودهم وبذلهم وعطائهم من أجل الوطن، ويعكس حرص سموه على ضمان حياة كريمة لهم ولأسرهم.

كما أكد المجلس أن قانوني التأمينات الاجتماعية والتقاعد العسكري، وبما اشتملا عليه من مزايا هامة وأسس سليمة ومعايير دقيقة في مجال أنظمة التقاعد والمعاشات والتأمينات الاجتماعية، يمثلان نقلة نوعية وتطورا مهما في هذا الشأن، يواكب ما تشهده البلاد من نهضة تنموية في كافة المجالات.

مجلس الوزراء يجدد إدانة قطر واستنكارها لانتهاك قوات الاحتلال الإسرائيلي حرمة المسجد الأقصى المبارك

وجدد مجلس الوزراء إدانة دولة قطر واستنكارها لانتهاك قوات الاحتلال الإسرائيلي حرمة المسجد الأقصى المبارك واستباحة المستوطنين لساحاته تحت الحماية العسكرية، والاعتداء على المصلين الفلسطينيين ومنعهم من أداء شعائرهم في هذا الشهر الفضيل، وذلك في تصعيد خطير للاعتداءات الإسرائيلية ضد المواطنين الفلسطينيين في القدس وكافة الأراضي الفلسطينية المحتلة، وفي استفزاز متعمد لمشاعر ملايين المسلمين واستهتار بالقوانين والمواثيق وقرارات الشرعية الدولية، واستخفاف بردود الفعل العربية والإسلامية تجاه الممارسات الإسرائيلية غير المشروعة والمنافية لأبسط قواعد حقوق الإنسان.

وأكد المجلس أن ما تقوم به قوات الاحتلال الإسرائيلي حاليا في المسجد الأقصى المبارك ومدينة القدس وبقية الأراضي الفلسطينية المحتلة من قتل وقمع وترويع وتهويد وتوسيع للاستيطان يتطلب أكثر من أي وقت مضى تحركا عربيا واسلاميا، وتدخلا دوليا عاجلا وحازما لإرغام إسرائيل على وقف اعتداءاتها على الشعب الفلسطيني وإلزامها باحترام الوضع التاريخي والقانوني للقدس ومقدساتها وضرورة تنفيذها لقرارات مجلس الأمن الدولي والجمعية العامة للأمم المتحدة ذات الصلة، والإقرار بحل الدولتين من أجل تحقيق السلام العادل والدائم والشامل.

والمجلس إذ يعرب عن وقوف دولة قطر مع الشعب الفلسطيني في هذه الظروف العصيبة التي يمر بها، يؤكد مجددا موقفها الثابت والداعم للقضية الفلسطينية، ولحقوق الشعب الفلسطيني المشروعة، وفي مقدمتها إقامة دولته المستقلة على أرض وطنه وعاصمتها القدس الشرقية.

ثم استمع مجلس الوزراء إلى الشرح الذي قدمته سعادة الدكتورة حنان بنت محمد الكواري، وزير الصحة العامة، حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا (كوفيد-19)، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك، نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام اللائحة التنفيذية لقانون الموارد البشرية المدنية.

ويقضي التعديل بزيادة قيمة سلفة الزواج لتصبح بحد أقصى (300.000) ريال لجميع فئات الموظفين القطريين بدلاً من (100.000) ريال المقررة حالياً ، وذلك لتشجيع الشباب القطري على الزواج ، ومساعدته في هذا الشأن.

ثانياً- الموافقة على مشروع قرار وزير الداخلية بتحديد منافذ الدخول للدولة والخروج منها.

ثالثاً- الموافقة على مشروع قرار وزير التربية والتعليم والتعليم العالي بتعديل بعض أحكام القرارين رقم (20) لسنة 2021، ورقم (2) لسنة 2022 بشأن التقويم السنوي للمدارس للعامين الأكاديميين 2021/2022 ، 2022/2023 .

رابعاً- الموافقة على تعيين قاض بمحكمة قطر الدولية لمدة خمس سنوات وتحديد مكافآته.

خامساً- الموافقة على انضمام صندوق قطر للتنمية إلى شبكة تقييم أداء المنظمات متعددة الأطراف (MOPAN).

سادساً- الموافقة على تقديم مساهمة طوعية في صندوق البيئة لتمويل برنامج الأمم المتحدة للبيئة.

سابـعاً- الموافقة على مشروع اتفاقية بشأن المساعدة الإدارية المتبادلة من أجل التطبيق الأمثل لقانون الجمارك وقمع الجرائم الجمركية والتحقيق فيها ومكافحتها بين حكومة دولة قطر وحكومة جمهورية أذربيجان .

ثامناً- استعرض مجلس الوزراء الموضوعين التاليين واتخذ بشأنهما القرار المناسب :

1- التقرير الدوري الأول عن نتائج أعمال اللجنة الوطنية لمكافحة الإرهاب.

2- نتائج الدورة (66) للجنة وضع المرأة التابعة للمجلس الاقتصادي والاجتماعي للأمم المتحدة (نيويورك – مارس 2022) .
