Blockade did not deter Qatar from fighting terrorism

Dushanbe: Minister of Foreign Affairs’ Special Envoy for Combating Terrorism and Mediation in Conflict Resolution Dr Mutlaq bin Majed Al Qahtani has said that the blockade couldn’t prevent the State of Qatar from playing its active role in maintaining regional and international peace and security and combating terrorism and extremism in all its forms and manifestations.

He was addressing the High-level International Conference on Countering Terrorism and Preventing Violent Extremism in the Tajik capital Dushanbe yesterday. The conference was organised by the Republic of Tajikistan and the State of Qatar in cooperation with the United Nations, the Organisation for Security and Cooperation in Europe and the European Union, in the presence of Minister for Foreign Affairs of the Republic of Tajikistan Sirodjidin Aslov.

The delegation of the State of Qatar was headed by the Minister of Foreign Affairs’ Special Envoy for Combating Terrorism and Mediation in Conflict Resolution Dr Mutlaq bin Majed Al Qahtani.

The Envoy reminded the participants that the State of Qatar is under an unjust blockade that violated all values, international law, and international and humanitarian norms and obligations. He highlighted, however, that the blockade couldn’t prevent the State of Qatar from playing its active role in maintaining regional and international peace and security and combating terrorism and extremism in all its forms and manifestations.

He said that the fight against terrorism and extremism was and will remain a top priority for the State of Qatar.

He reiterated Qatar’s commitment to cooperate with all countries, international and regional organisations, and with various United Nations bodies related to combating terrorism and combating violent extremism.

He added that the financial, technical and logistical contributions made by the State of Qatar in this regard are an affirmation of its conviction of combating terrorism, combating its financing and preventing violent extremism in all its forms.

Al Qahtani reminded the participants that member states of the United Nations adopted in September 2006 a global counter-terrorism strategy as a unique global instrument for strengthening national, regional and international efforts to combat terrorism.

He noted that since the adoption of the United Nations strategy, the State of Qatar has been keen to fully implement this strategy because of the important measures it has taken in accordance with its four pillars.

He stressed that terrorism and extremism are one of the most serious challenges facing the international community today, requiring cooperation of all regional and international efforts to address this phenomenon and terrorist organizations and their extremist ideologies.

He pointed out that the State of Qatar, through its active role in the fight against terrorism and extremism, has been able to create a million jobs for Arab youth at least 16 Arab countries through its institutions. Qatar also helped enable them economically to escape from the clutches of extremism and terrorism. He noted that the State of Qatar aims to create more than two million job opportunities for these young people by 2020.

“Other relevant State institutions have also been able to enroll 10 million children around the world in primary education in cooperation with relevant international, regional and national institutions in the belief that unemployment and illiteracy are one of the main reasons driving terrorism and violent extremism.”

He pointed out that Qatar is one of the founding members, the main actors and supporters of GCERF. It is also the only Gulf and Arab state to contribute to this fund, along with Switzerland, the United States, the European Union, Japan, the United Kingdom, Canada, Australia and New Zealand, Netherlands and France. He added that the fund is the first global initiative to support the resilience of societies against violent extremist agendas, working by linking security and development, and is committed to supporting national strategies to address the local factors of violent extremism.

The fund is currently active in Mali, Kenya, Nigeria, Bangladesh, Kosovo and Myanmar and other States are being included as beneficiaries of the Fund and its programs. He also noted that The State of Qatar is an active member of the Global Counter-Terrorism Forum (GCTF), a 29-nation forum in addition to the European Union, which was established in 2011 to reduce the impact of terrorism and violent extremism on people around the world by preventing, combating and prosecuting terrorists.

The Special Envoy of the Minister of Foreign Affairs for Combating Terrorism and Mediation in Conflict Resolution said that the State of Qatar is an active member of the International Coalition Against ISIS, and contributed significantly to the war on this organization in both Syria and Iraq with its partners and strategic allies, led by the United States of America.

The Conference adopted the Dushanbe Declaration, which has Qatar’s support, for the convening and organization of this international conference. The Declaration will be formally issued as a United Nations document.

Dr Mutlaq bin Majed Al Qahtani, held yesterday bilateral meetings with a number of officials on the sidelines of the conference.

The Special Envoy met with Minister of Foreign Affairs of the Republic of Tajikistan, Sirodjidin Aslov; the Deputy Foreign Minister of Afghanistan, Hekmat Khalil Karzai; Under-Secretary-General of the newly created United Nations Counter-Terrorism Office, Vladimir Ivanovich Voronkov; and United Nations Secretary-General’s Special Representative for Afghanistan, Tadamichi Yamamoto. The meetings discussed bilateral relations and means of supporting and developing them, enhancing prospects for cooperation, and the Qatari mediation efforts in the process of peace and reconciliation in Afghanistan, in addition to matters of mutual interest.

اختتم المؤتمر الدولي رفيع المستوى لمكافحة الإرهاب ومناهضة التطرف العنيف في العاصمة الطاجيكية دوشنبه، الذي نظمته جمهورية طاجيكستان ودولة قطر بالتعاون مع الأمم المتحدة ومنظمة الأمن والتعاون في أوروبا والاتحاد الأوروبي، بحضور سعادة السيد سراج الدين أصلوف وزير خارجية جمهورية طاجيكستان. وترأس وفد دولة قطر في المؤتمر سعادة السفير الدكتور مطلق بن ماجد القحطاني المبعوث الخاص لوزير الخارجية لمكافحة الإرهاب والوساطة في تسوية المنازعات.

قال سعادته -في كلمته أمام المؤتمر- إن مكافحة الإرهاب والتطرف كانت وما زالت وستظل على رأس أولويات دولة قطر، وجدد تأكيد دولة قطر على التعاون مع جميع الدول والمنظمات الدولية والإقليمية، ومع مختلف أجهزة الأمم المتحدة ذات الصلة بمكافحة الإرهاب ومناهضة التطرف العنيف، ودعم جهود تلك الأجهزة في أداء ولايتها وقدرتها على مساعدة الدول الأعضاء.

مساهمات لوجستية

وأضاف، أن ما تقدمه دولة قطر من مساهمات مالية وفنية ولوجستية في هذا الشأن، يشكل تأكيداً على قناعتها بضرورة مكافحة الإرهاب ومكافحة تمويله والوقاية من التطرف العنيف بجميع صوره وأشكاله.

وذكر سعادته أن الدول الأعضاء في الأمم المتحدة اعتمدت في سبتمبر 2006، استراتيجية عالمية لمكافحة الإرهاب كأداة عالمية فريدة لتعزيز الجهود الوطنية والإقليمية والدولية لمكافحة الإرهاب. وأوضح أنه منذ اعتماد استراتيجية الأمم المتحدة، حرصت دولة قطر على التنفيذ الكامل لهذه الاستراتيجية لما تضمنته من تدابير مهمة وفق ركائزها الأربع، وعلى رأسها ركيزتها الأولى المتعلقة بضرورة معالجة الظروف المؤدية إلى انتشار الإرهاب، ومن بينها، على سبيل المثال لا الحصر، الصراعات والحروب وغياب سيادة القانون وانتهاكات حقوق الإنسان، والتمييز على أساس الانتماء العرقي والوطني والديني، والإقصاء السياسي، والتهميش الاجتماعي والاقتصادي، والافتقار إلى الحكم الرشيد، والبطالة، وعلى ركيزتها الرابعة المتعلقة بالتدابير الرامية إلى ضمان احترام حقوق الإنسان للجميع، وسيادة القانون، واحترام الدول لالتزاماتها وفق القانون الدولي عند مكافحة الإرهاب بوصفه ركيزة أساسية في مكافحة الإرهاب.

خرق للقانون الدولي

وقال المبعوث الخاص لوزير الخارجية لمكافحة الإرهاب والوساطة في تسوية المنازعات، إن دولة قطر تتعرض، كما تعلمون، لحصار جائر خالف كل القيم المعمول بها، كما أنه يعد خرقاً صارخاً للقانون الدولي وجميع الأعراف والالتزامات الدولية والإنسانية والدينية، ولكن هذا الحصار لم يثنِ دولة قطر عن القيام بدورها الفعّال في حفظ السلم والأمن الإقليميين والدوليين ومكافحة الإرهاب والتطرف بكل أشكاله وصوره.

وأكد أن الإرهاب والتطرف من أخطر التحديات التي يواجهها المجتمع الدولي حالياً، ويتطلب مواجهتها تضافر جميع الجهود الإقليمية والدولية للتصدي لهذه الظاهرة وللتنظيمات الإرهابية وفكرها المتطرف، ودعا إلى ضرورة توحيد مفهوم الإرهاب دولياً حتى لا يتم تسييسه وتوظيفه من قبل بعض الحكومات لتحقيق مكاسب سياسية وشرعنة سلوكها تجاه شعوبها وتجاه الدول الأخرى.

مليون فرصة عمل

وأشار سعادته إلى أن دولة قطر انطلاقاً من الدور الفعّال الذي تضطلع به في مكافحة الإرهاب والتطرف، تمكنت من خلال مؤسساتها المعنية من خلق مليون فرصة عمل للشباب العربي فيما لا يقل عن 16 دولة عربية، وتمكينهم اقتصادياً للنجاة بهم من براثن التطرف والإرهاب، مبيناً أن هذه المؤسسات تطمح إلى خلق أكثر من مليوني فرصة عمل لهؤلاء الشباب بحلول عام 2020.

ولفت إلى أن دولة قطر تمثل أحد الأعضاء المؤسسين والفاعلين والداعمين الأساسيين للصندوق العالمي لإشراك المجتمعات المحلية ومساعدتها على الصمود (GCERF)، علاوة على أنها الدولة الخليجية والعربية الوحيدة المؤسسة والمساهمة في هذا الصندوق إلى جانب سويسرا والولايات المتحدة الأميركية والاتحاد الأوروبي واليابان والمملكة المتحدة وكندا وأستراليا ونيوزيلندا وهولندا وفرنسا.

وأضاف أن هذا الصندوق هو أول مبادرة عالمية لدعم صمود المجتمعات ضد الأجندات المتطرفة العنيفة، حيث يعمل من خلال الربط بين الأمن والتنمية، ويلتزم بالعمل على دعم الاستراتيجيات الوطنية لمعالجة العوامل المحلية للتطرف العنيف، ويعمل الصندوق حالياً وبشكل فعال في كل من: مالي، وكينيا، ونيجيريا، وبنجلاديش، وكوسوفو، وميانمار، ويجري العمل على إدراج دول أخرى لتكون ضمن الدول المستفيدة من هذا الصندوق وبرامجه.

وأوضح، أن دولة قطر عضو فعال في المنتدى العالمي لمكافحة الإرهاب (GCTF)، وهو منتدى مكون من 29 دولة، بالإضافة إلى الاتحاد الأوروبي، وقد أنشئ في عام 2011 بهدف الحد من تأثير الإرهاب والتطرف العنيف على البشر حول العالم، عن طريق منع ومحاربة ومحاكمة الإرهابيين، ومكافحة التحريض على الإرهاب والتجنيد له. وقال المبعوث الخاص لوزير الخارجية إن دولة قطر عضو فاعل في التحالف الدولي ضد تنظيم الدولة، وساهمت بشكل كبير في الحرب على هذا التنظيم في كل من سوريا والعراق مع شركائها وحلفائها الاستراتيجيين، وفي مقدمتهم الولايات المتحدة الأميركية. وأشار إلى قيام دولة قطر بجهود كبيرة في تسوية المنازعات بالطرق السلمية، وذلك من خلال الدبلوماسية الوقائية والوساطة والمساعي الحميدة استناداً إلى مبادئها وأهدافها والتزاماتها وفق ميثاق الأمم المتحدة وقواعد الشرعية الدولية.

وقت حرج

وأكد سعادته أن المؤتمر الدولي رفيع المستوى لمكافحة الإرهاب ومناهضة التطرف العنيف، «يأتي في وقت حرج بالنسبة لمنطقتنا والعالم أجمع، وفي وقت يتوجب علينا التكاتف لتعزيز الجهود الدولية لإدانة كل أشكال الإرهاب والتطرف، ورفض المعايير المزدوجة لهذه الظاهرة والحكم عليها بحسب هوية مرتكبيها أو ربطها بدين أو عرق، كما أن المذاهب الدينية المتطرفة تشكل تحدياً لا يمكن إنكاره بالنسبة لنا جميعاً. وهي موجودة في كل ثقافة، وليست حكراً على دين أو مجتمع معين، ولكن اتهام الأيديولوجيات المتطرفة بأنها سبب الإرهاب والتطرف العنيف هو تبسيط للأمور. وهو لا يفسر لماذا أصبح التطرف العنيف تهديداً رئيسياً في منطقتنا، في حين أن الأيديولوجيات المتطرفة يمكن أن توجد في أي مكان، لذلك يجب علينا جميعاً معالجة الأسباب الجذرية للإرهاب والتطرف العنيف، وأن نتعاون جميعاً وفق أحكام القانون الدولي لتحقيق الأمن والسلام لنا جميعاً».

لا مجال للمناورات

وشدد سعادته على أن الإرهاب وتمويله والتطرف مواضيع لا تصلح لأن تكون محلاً للمناورات السياسية أو الاستغلال السياسي للمؤسسات الفنية المعنية بمكافحة الإرهاب وغسيل الأموال وتمويل الإرهاب والتطرف العنيف، أو الدعاية الإعلامية من قبل بعض الدول للنيل من الدول الأخرى.

وقال سعادة المبعوث الخاص لوزير الخارجية: «لقد حان الوقت لأن نضع خلافاتنا السياسية جانباً، وأن نعمل على حل هذه الخلافات السياسة بالطرق السلمية حتى نتمكن من العمل جميعاً على ما يحقق رفاهية واستقرار وأمن شعوبنا».

وتوجه سعادته بالشكر والتقدير إلى حكومة جمهورية طاجيكستان على حسن استضافتها للمؤتمر الدولي الرفيع المستوى حول مكافحة الإرهاب ومناهضة التطرف العنيف بالشراكة مع دولة قطر والشركاء الآخرين، تعبيراً عن الاهتمام المشترك بمكافحة الإرهاب والتطرف العنيف، وعلى العلاقات المتينة التي تربط بين البلدين.

واعتمد المؤتمر في ختام أعماله، «إعلان دوشنبه» الذي يشيد بالدعم القطري لعقد وتنظيم هذا المؤتمر الدولي، وسيتم إصدار الإعلان بشكل رسمي كوثيقة من وثائق الأمم المتحدة.;
