Over QR3.87bn aid by Qatar to Palestine in eight years

DOHA: Minister of Education and Higher Education, H E Dr Mohammed bin Abdulwahed Al Hammadi said yesterday that the aid provided by the State of Qatar to the Palestine from 2010-2017 was QR3.872bn, in addition to non-governmental support from 2010-2016 that reached QR2.345bn.

The Minister said that those large sums were directed towards humanitarian, developmental, healthcare, social services, wages, as well as the financing of public agencies.

The Minister of Education was speaking at the 13th Session of the General Conference of ISESCO in the Moroccan capital Rabat. In his address, the Minister said that Qatar remains committed to its humanitarian and international duties towards countries around the world by ensuring the provision of a high-quality education system, saying that the latter helps encourage interaction between people from different cultural backgrounds and enhances the valuing of human rights, justice and peace.

He shed light on the initiative of Amir H H Sheikh Tamim bin Hamad Al Thani to provide education for a million girls around the world come 2021, during a round table meeting held on the sidelines of the UN General Assembly in New York last month.

He also highlighted the efforts of Education Above All in providing education to 10 million children around the world, through “Educate A Child” programme.

He also discussed Qatar’s effort in supporting the Palestinian cause and said that Qatar’s commitment to the issue and to Al Quds was not limited to condemnations, but extended to material and moral support in all fields for Palestinians in the occupied territories and in Al Quds. The State of Qatar has provided $50m to the UNRWA in 2018 to support the education sector.

On Al Quds, the Minister highlighted the decision of the Deputy Prime Minister and Minister of Foreign Affairs regarding the reformation of the Permanent Qatari Committee for the Support of Al Quds, and the pledge to provide $250m for Al Quds projects.

The Minister noted that the State of Qatar and its wise leadership has paid great attention to education in terms of curriculum development, the use of new technologies, and raising students’ morale. This has resulted in good results and positive steps towards achieving the goals of the goal 4 of the goals of Sustainable Development Plan Goals 2030 and Qatar National Vision 2030.

He highlighted that the State of Qatar enjoys good international rankings in terms of the quality of education in all its different aspects, according to the World Economic Forum’s Global Competitiveness Report.

Minister of Education and Higher Education H E Dr Mohammed Abdul Wahed Ali Al Hammadi said that this year’s conference is held at a time of grave regional and international developments, pointing out to the increasing challenges facing the stability and security of member countries.

The Minister added that there was also growing extremism and sectarianism, in addition to the violations of international conventions and growing hatred between brothers.

Giving reference to the speech of H H the Amir at the 73rd UN General Assembly last month, the Minister said that the Arab region must stop becoming hostage of various differences between its member, something that consumes money and energy beyond what the region could afford to spend on the issues all parties agree on.

The minister said that this year’s conference gained relevance from its title which focused on Al Quds as the major Islamic cause, particularly in light of the illegal measures taken by the occupation to change the historical and religious status of Al Aqsa mosque.

He noted that this issue was a top priority for many conferences, which all failed to reverse the violations taking place on the ground.

He then referenced recent attempts to liquidate the Palestinian cause by ending a number of important issues such as Al Quds, refugees, sovereignty and borders. The Minister also highlighted the sever violations of Israeli authorities in terms of the judaization of Al Quds and claiming it as a capital for Israel.

He concluded the speech by stressing the State of Qatar’s backing to ISESCO and its role in advancing science and culture in Islamic countries. The Minister also expressed Qatar’s appreciation of the organization’s role in teaching the Arabic language and the Islamic culture to non-Arab speakers across the world.

قال سعادة الدكتور محمد بن عبد الواحد الحمادي وزير التعليم والتعليم العالي إن دولة قطر لم تنس واجبها الإنساني، والتزاماتها الدولية والإنسانية تجاه المجتمع الدولي وشعوب العالم في مجال التعليم وضمان توفيره بشكل جيد للجميع، إيماناً منها بأن التعليم يسهم بدور إيجابي في تحقيق التقارب والتواصل والتفاعل بين الحضارات والثقافات ويعزز القيم الإنسانية المشتركة وحقوق الإنسان، ومبادئ الحق والعدل والسلام والاحترام المتبادل.

جاء ذلك في كلمة سعادته في أعمال الدورة الثالثة عشرة لمؤتمر الإيسيسكو الذي بدأت أعماله أمس الخميس بمدينة الرباط بالمملكة المغربية ويستمر لمدة يومين.

وألقى سعادة وزير التعليم الضوء في كلمته على مبادرة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، الرامية لتوفير تعليم جيد لمليون فتاة حول العالم بحلول العام 2021، وذلك خلال اجتماع المائدة المستديرة الذي عقد على هامش اجتماعات الجمعية العامة للأمم المتحدة في الشهر الماضي، والجهود البناءة التي قامت بها مؤسسة “التعليم فوق الجميع ” في تأمين التعليم الجيد لعشرة ملايين طفل حول العالم من خلال برنامج ” علم طفلاً “.

وأوضح سعادته جهود دولة قطر لدعم القضية الفلسطينية، مؤكداً أن موقف دولة قطر تجاه قضية فلسطين بصفة عامة، والقدس الشريف بصفة خاصة، لم يتوقف عند الشجب والإدانة داخل أروقة المؤتمرات، بل تعدى ذلك إلى تقديم الدعم المادي والمعنوي للإخوة الفلسطينيين في الأراضي المحتلة والقدس الشريف في كافة المجالات.

وأشار في كلمته أمام المؤتمر إلى أن مساعدات دولة قطر الحكومية المقدمة لدولة فلسطين خلال الفترة 2010 ـ2017م قد بلغت حوالي ثلاثة بلايين وثمانمائة واثنين وسبعين مليون ريال قطري، بالإضافة إلى المساعدات غير الحكومية خلال الفترة 2010 ـ 2016م ، والتي قاربت على بليون وثلاثمائة وخمسة وأربعين مليون ريال قطري، موضحاً أن تلك المبالغ الكبيرة تم توجيهها نحو المجالات الإنسانية والتنموية وقطاعات الصحة والرعاية الاجتماعية، ورواتب الموظفين وتمويل الوكالات العاملة في مجالات المساعدات الإنسانية، وأنه تم أيضاً تقديم مبلغ 50 مليون دولار أمريكي لوكالة الأمم المتحدة (الأونروا) في يونيو 2018 لدعم قطاع التعليم.

* اهتمام كبير

وقال سعادة الدكتور الحمادي إن التعليم في دولة قطر يحظى باهتمام كبير ودعم متواصل ولا محدود من قيادتنا الرشيدة، من حيث تطوير المناهج، والاستعانة بالتقنيات الحديثة في تنمية قدرات المعلمين والطلبة، ورفع معنويات الطلبة وزيادة دافعيتهم للإقبال على التعليم، الأمر الذي أثمر عن نتائج طيبة وخطوات إيجابية نحو تحقيق غايات الهدف الرابع من أهداف خطة التنمية المستدامة العالمية 2030م ورؤية قطر 2030م؛ ونوّه بأن قطر حازت مراكز متقدمة في مجالات جودة النظام التعليمي، وجودة الرياضيات والعلوم، واستخدام تكنولوجيا الإنترنت في المدارس، وفقاً لتقرير التنافسية العالمية الصادر عن المنتدى الاقتصادي.

وأكد سعادته أن هذا المؤتمر يكتسب أهمية كبيرة باتخاذه شعارا مهماً، وهو “قضية القدس الشريف”، التي تعد أولى قضايا العالم الإسلامي؛ خاصة في ضوء الأعمال والإجراءات غير القانونية التي تقوم بها حكومة الكيان الصهيوني لتغيير الطبيعة التاريخية والدينية للمسجد الأقصى، وأعمال التدنيس والإساءة للحرم القدسي.

* دعم الإيسيسكو

واختتم سعادته كلمته بالتأكيد على دعم الإيسيسكو بقوله: نؤكد دعمنا لمنظمتنا الإسلامية العريقة، وحرصنا على مواصلة دورها البناء في حمل رسالة التربية والعلوم والثقافة في بلداننا الإسلامية، إيماناً منا جميعاً بدورها الحيوي في دعم العمل الإسلامي المشترك، والارتقاء بمنظومة التعليم في الدول الإسلامية؛ لخدمة أهداف التنمية المستدامة التي هي أساس تحقيق الرفاهية للشعوب الإسلامية. كما نحيي دورها في نشر اللغة العربية والثقافة الإسلامية في الدول غير الناطقة بالعربية.

كما نوه إلى أن حكمة قادة الدول الأعضاء وحرصهم على دعم المنظمة لأداء رسالتها بكل كفاءة واقتدار، وعلى استمرار العمل الإسلامي المشترك في مساره التنموي المحافظ على الهوية الإسلامية سيكون بالتأكيد سنداً قوياً لنا في مواصلة عملنا بكل جد وإخلاص؛ لما فيه خير أمتنا العربية والإسلامية.

ويناقش المؤتمر على مدى يومين المواضيع المدرجة على جدول أعماله، بما في ذلك تقرير المجلس التنفيذي عن أعمال المجلس بين الدورتين الثانية عشرة والثالثة عشرة، وتقرير المدير العام عن أنشطة المنظمة للأعوام 21015-2017، بالإضافة للتقارير المالية ومساهمات الدول الأعضاء ومشروع خطة عمل المنظمة وغيرها من الأمور التنظيمية والهيكلية.
